Prime Minister chairs national online conference to review 2 years of implementing Project 06

On the afternoon of December 21, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a national online conference to assess the two-year implementation of Project 06 on "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030".

The conference was connected online from the Government headquarters to the headquarters of ministries, branches, central agencies and People's Committees of provinces and centrally run cities.

Also attending the conference were Deputy Prime Minister Tran Luu Quang, Permanent Vice Chairman of the National Committee on Digital Transformation; General To Lam, Minister of Public Security, Head of the Government's Project 06 Implementation Working Group; ministers, leaders of ministries, branches, central agencies, members of the National Committee on Digital Transformation and the Project 06 Implementation Working Group; leaders and People's Committees of provinces and centrally run cities; leaders of a number of state-owned enterprises; members of the Project 06 Implementation Working Group at provincial, district and commune levels; representatives of a number of enterprises.

On January 6, 2022, the Prime Minister issued Decision No. 06/QD-TTg, approving the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030" (Project 06).

In his opening speech, Prime Minister Pham Minh Chinh stated that Project 06 is a project with strong direction and implementation with high determination, because digital transformation is a very difficult and unprecedented task. Without high political determination and drastic actions, it is difficult to achieve results. It can be said that one of the "bright spots" of digital transformation in our country in the past 2 years is Project 06.

After 2 years of implementing Project 06, initial positive results have been achieved, receiving the approval, support and high appreciation from people and businesses. Thereby, it contributes to changing management methods and improving the quality and efficiency of citizen management; contributing to limiting negativity and "petty corruption"; saving time and effort; creating an important foundation for deploying online public services to serve people and businesses, contributing to promoting the development of digital government, digital economy and digital society.

However, to complete the goals of Project 06 by 2025, there is still a lot of work ahead of us; there are some tasks that have been proposed but are behind schedule and must be urgently implemented...

Therefore, the Prime Minister asked the delegates to assess the situation, honestly and objectively, the results achieved in the past 2 years; share good experiences, valuable lessons, and creative ways of doing things of units and localities; frankly point out the contents that are still behind schedule, the issues that still have difficulties and problems in terms of institutions, mechanisms, policies and the implementation process; and propose key solutions in the coming time.

Project 06 has 7 major guiding viewpoints, with the general goal of applying the national population database, electronic identification and authentication system in the national digital transformation process by 2025, with a vision to 2030 to serve 5 groups of utilities: handling administrative procedures and providing online public services; serving socio-economic development; serving digital citizen development; perfecting the ecosystem serving connection, exploitation, supplementation and enrichment of population data; serving direction and administration at all levels.
