At the online conference on digital transformation on the morning of July 19, Prime Minister Pham Minh Chinh requested that by the end of 2024, leaders must direct and operate in the digital environment.

On the morning of July 19, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the Government Standing Committee conference on digital transformation.

The conference was connected online from the Government headquarters to the People's Committees of provinces and centrally run cities.

Also attending the conference were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Le Thanh Long; ministers, heads of sectors, members of the National Committee and the Working Group implementing Project 06 of the Government, and leaders of People's Committees of provinces and centrally run cities.

Concluding the conference, Prime Minister Pham Minh Chinh basically agreed with the content of the reports, discussions, and frank, enthusiastic, and constructive comments of the delegates on the achievements, bottlenecks, shortcomings, limitations, causes, as well as key tasks and solutions until 2025 and the next stage in digital transformation.

Highlighting the political and practical foundations of digital transformation, the Prime Minister affirmed that digital transformation has become a movement, a trend, an objective requirement and a strategic choice, a top priority. In the 2021-2024 period, digital transformation will be promoted in a comprehensive, inclusive, and consistent manner, with practical results and positive contributions to the country's socio-economic development.

The Prime Minister emphasized that digital transformation has reached “every alley, every house, every person”. The trust of people and businesses has been strengthened and raised, contributing to inspiring and creating new development momentum. Digital transformation is very suitable for the qualities and abilities of Vietnamese people: diligence, eagerness to learn, flexibility and creativity.

In addition to appreciating the achievements, pointing out 8 shortcomings, limitations and lessons learned in digital transformation, in the coming time, the Prime Minister requires implementing comprehensive and comprehensive digital transformation with "5 focuses": developing digital human resources, digital citizens, digital skills, digital talents; prioritizing resources for digital economic development, digital government. Developing comprehensive, appropriate, economical and effective digital infrastructure. Management and operation must be digitalized and apply intelligent intelligence. Urgently perfecting mechanisms, policies and institutions for digital transformation in the direction of increasing decentralization and delegation of power, along with resource allocation, improving implementation capacity for subordinates, promoting the reduction of administrative procedures, reducing inconvenience for people and businesses, eliminating the mechanism of asking - giving, and fighting corruption.

The Prime Minister requested digital transformation with the spirit of 5 "promoting", 5 "ensuring" associated with 5 "not". In which, "5 promoting" include: unifying the awareness and actions of leaders in digital transformation, promoting pioneering, setting examples, taking the lead; perfecting institutions, policies and mechanisms to promote digital transformation, in line with international practices to promote the development of digital economy, digital society, digital citizens; investing in smooth national digital infrastructure, developing digital platforms, digital data, convenient digital ecosystems; cybersecurity, information security, data protection, protecting national cyberspace sovereignty early and remotely; building a digital culture, contributing to building a culture imbued with national identity and integrating into the world.

Assigning specific tasks to ministries, branches and localities in digital transformation, Prime Minister Pham Minh Chinh emphasized that ministers, heads of branches, Chairmen of People's Committees of provinces and centrally-run cities take the lead and set an example in promoting digital transformation according to their scope, functions, tasks and powers to direct and manage, with the highest determination, "if you are determined, you must be even more determined, if you try, you must try harder, if you try, you must try harder, if you are determined, you must be more determined, if you are effective, you must be more effective, more focused", "assign tasks with clear goals, clear people, clear work, clear time, clear responsibilities, clear products, clear results; strengthen inspection, supervision and urging of implementation"; strengthen coordination; maintain discipline and administrative order...

Prime Minister Pham Minh Chinh requested that by the end of 2024, all ministers, heads of sectors, and Chairmen of provincial and municipal People's Committees must direct, operate, and handle work in the online environment and sign digitally. By June 2025, from specialists to department and division leaders, leaders of ministries, sectors, specialists, and leaders of commune, district, and provincial People's Committees must handle work in the online environment and sign digitally. The Ministry of Information and Communications urgently completes and submits to the Prime Minister for promulgation the "Strategy for the Development of Vietnam's Semiconductor Industry to 2030".

In recent times, Hai Duong's digital transformation has achieved many positive results. The basic information technology infrastructure meets the implementation needs of digital transformation and Project 06. The province's 3-level interconnected electronic information portal system; Smart HaiDuong application for people and the province's Data Center (DC) have officially come into operation and exploitation.

The administrative procedure settlement information system of Hai Duong province has been connected to the EMC Digital Government Service Provision and Usage Monitoring and Measurement System. The rate of online records through 25 essential public services under Project 06 in the province has increased sharply, reaching 92%, an increase of 67% compared to the beginning of Project 06 (2022).

The province currently has 234 OCOP products, 200 production and processing establishments applying traceability stamps; 150,104 agricultural production households doing business on e-commerce platforms; 173,732 agricultural production households receiving digital skills training; 1,162 products of the province are put on e-commerce platforms; 41,132 transactions have been generated on e-commerce platforms, ranking 7th nationwide. Revenue from warehouses in Hai Duong on e-commerce platforms ranks 6th, sales volume at warehouses in Hai Duong on e-commerce platforms ranks 4th nationwide.
