Prime Minister Pham Minh Chinh emphasized that people and businesses must be the center, subject and target of digital transformation, so that people and businesses can truly enjoy the results brought about by digital transformation, and no one is left behind.
On the afternoon of July 10, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the 9th meeting of the Committee and the Working Group implementing Project 06 of the Government to review activities in the first 6 months of 2024, deploy tasks for the last 6 months of the year and in the coming time.
The conference was held in a combination of in-person and online formats at the Government Headquarters and with the ministries, branches and 63 provinces and centrally-run cities.
Attending the meeting were Deputy Prime Minister Tran Luu Quang, Permanent Vice Chairman of the Committee; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of ministries and branches who are members of the Committee; leaders of localities, corporations, and large enterprises in information technology.
Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee for Digital Transformation attended and chaired at the Hai Duong bridge point. Also attending were members of the Provincial Steering Committee for Digital Transformation and the Working Group for Project 06 provinces.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that people and businesses must be the center, subject and target of digital transformation, so that people and businesses can truly enjoy the results brought about by digital transformation, and no one is left behind.
Digital transformation has become a movement, a trend, an objective requirement and a strategic choice. In recent times, the direction and management of digital transformation has become more methodical and closer to reality; implementation from the central to the grassroots levels has been carried out synchronously and effectively. The trust of all levels, sectors, localities, people and businesses has been consolidated and increased, contributing to inspiring and creating new development momentum.
Recognizing, praising and appreciating the efforts, attempts and achievements of ministries, branches and localities; the drastic direction of the members of the Committee and the Working Group; the consensus, support and active participation of people and businesses, the Prime Minister also pointed out a number of shortcomings and limitations in perfecting institutions, implementing tasks according to the Committee's plan, and the development of the digital economy not commensurate with the potential. Digital infrastructure, digital platforms and digital data have not yet overcome the situation of "fragmentation, information segregation, separation and clustering of data". Network security and information security in many places have not received due attention; administrative procedure reduction is still slow. The quality of online public service provision is not high; human resources for digital transformation and Project 06 have not yet met the needs in terms of quantity, quality, and uneven distribution...
The Prime Minister requested that in the coming time, ministries, branches and localities prioritize resources, synchronously deploy tasks and solutions on digital transformation as set out, strive to complete and exceed the goals and tasks in the National Digital Transformation Program and the Action Plan of the Committee and strategies on developing digital government, digital economy, digital society, digital data, in the spirit of taking people and businesses as the center, the subject and the goal in digital transformation and must speak the truth, do the truth, "do not say no, do not say difficult, do not say yes but do not do", "if said, must do, if committed, must do, if implemented, must have specific results", so that people and businesses can truly enjoy the achievements brought about by digital transformation, leaving no one behind.
The Head of Government requested to urgently handle overdue and backlogged tasks in the 2023-2024 period, in which 12 ministries, branches and 20 localities have not yet issued plans to urgently issue digital transformation plans for 2024 before July 20, 2024. Requested the Ministries of Information and Communications, Planning and Investment, Public Security, Construction, Health, Justice, Labor, War Invalids and Social Affairs to urgently carry out assigned tasks.
Functional sectors must soon complete the implementation of the remaining 30 essential public services, especially integrating and publishing administrative procedures for business registration and tax registration on the National Public Service Portal; connecting and sharing data between databases on meritorious people, social protection, poor households, and near-poor households with the settlement of provincial-level administrative procedures.
Faced with the recent sharp increase in cyber attacks worldwide and domestically, the Prime Minister requested the Ministry of Public Security to preside over and coordinate with the Ministry of National Defense and the Ministry of Information and Communications to hold monthly meetings, assess, guide, monitor and protect information systems, national databases and ministries, branches and localities.
The Prime Minister requested Vietnamese technology enterprises to actively participate in the digital transformation process. The Ministry of Public Security and the Ministry of Information and Communications will synthesize and propose to competent authorities to reward collectives and individuals with outstanding achievements in digital transformation.
With the mindset that "Digital transformation is a process of overall and comprehensive change at every level of government, every organization, agency, unit and people in all areas of social life", in the first 6 months of 2024, the Provincial Party Committee and the People's Committee of Hai Duong province have issued many directives to build institutions, policies, and administrative reforms associated with the application of information technology and digital transformation, in order to create the best conditions for people and businesses to carry out administrative procedures in the digital environment, develop the digital economy and digital society.
In the first 6 months of 2024, Hai Duong has achieved some results in implementing digital transformation and Project 06, such as the province's administrative procedure settlement information system has connected to the monitoring system, measuring the level of provision and use of EMC digital Government services. The rate of online reception of 25 essential public services under Project 06 of Hai Duong province increased sharply, reaching 92%, an increase of 67% compared to 2022 (when Project 06 began to be implemented).
The province currently has 234 OCOP products, 200 production and processing establishments applying traceability stamps; 150,104 agricultural production households on e-commerce platforms; 173,732 agricultural production households trained in digital skills; 1,162 products of the province are put on e-commerce platforms; 41,132 transactions on e-commerce platforms, ranking 7th nationwide.
Hai Duong is implementing well the social security regime, the payment of social security beneficiaries, pensions, social insurance benefits, and non-cash unemployment benefits based on the national population database.
