Press release on the first working day of the 11th Central Conference, 13th tenure

1. The Party Central Committee works in the Conference Hall. General Secretary To Lam delivers the opening speech at the Conference. Comrade Luong Cuong, Politburo member and President, chairs the Conference on behalf of the Politburo. The Party Central Committee carries out a number of contents on personnel work, including:

Agreed to allow comrade Nguyen Van Hieu, alternate member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission to cease his position as alternate member of the 13th Party Central Committee. Comrade Nguyen Van Hieu, during his tenure as Secretary of the Can Tho City Party Committee, violated Party regulations and State laws in performing his assigned duties and tasks, in preventing and combating corruption, waste, and negativity; violated regulations on what party members are not allowed to do and the responsibility to set an example, causing serious consequences, bad public opinion, and reducing the prestige of the Party organization and local government.

Consider and decide to discipline comrade Truong Hoa Binh, former member of the Politburo, former Deputy Secretary of the Government Party Committee, former Permanent Deputy Prime Minister of the Government by removing him from all positions in the Party. Comrade Truong Hoa Binh, during his tenure as Deputy Secretary of the Party Committee, Permanent Deputy Prime Minister of the Government, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what party members are not allowed to do and the responsibility to set an example, causing very serious consequences, bad public opinion, affecting the prestige of the Party and the State.

2. The Party Central Committee worked in groups, discussing the contents of continuing to arrange and organize the apparatus of the political system, arrange administrative units and organize 2-level local governments, including 8 projects and reports:

Report on the organizational arrangement of the political system according to Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat presented to the 11th Conference of the 13th Party Central Committee.

Project to rearrange and reorganize administrative units at all levels and build a two-level local government organization model.

Project to reorganize and streamline the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and State (central, provincial, and communal levels).

The project continues to arrange and streamline the People's Court apparatus to operate effectively and efficiently, meeting the requirements of judicial reform in the new situation.

The project continues to arrange and streamline the People's Procuracy apparatus in the direction of not organizing at the district level.

Project on local party organization system (provincial and communal levels).

Project to review, amend and supplement the Constitution and laws of the State to serve the organization and apparatus of the political system.

Draft Regulations on the implementation of the Party Charter and draft Regulations on Party inspection, supervision and discipline work.
