Morning

* Content 1: The National Assembly held a plenary session in the hall, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Member of the National Assembly Standing Committee Hoang Thanh Tung present a Report on explanation, acceptance and revision of the draft Law on Government Organization (amended). After that, the National Assembly voted to pass the Law on Government Organization (amended) by electronic voting. The results were as follows: 465 delegates participated in the vote (equal to 97.28% of the total number of National Assembly delegates); 463 delegates approved (equal to 96.86% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates).

Next, under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly met separately to conduct the following activities:

*Content 2: The National Assembly listened to: Prime Minister Pham Minh Chinh report on the explanation and acceptance of opinions of National Assembly deputies discussing at the Delegation on the organizational structure of the Government for the 15th National Assembly term and the structure of the number of Government members for the 15th National Assembly term; Secretary General of the National Assembly Le Quang Tung presented 2 draft Resolutions of the National Assembly, including: Resolution on the organizational structure of the Government for the 15th National Assembly term and Resolution on the structure of the number of Government members for the 15th National Assembly term.

Then, the National Assembly voted to pass these two Resolutions by electronic voting, with the following results:

Regarding the Resolution on the organizational structure of the Government for the 15th National Assembly term: 467 delegates participated in the vote (equal to 97.70% of the total number of National Assembly delegates); 465 delegates approved (equal to 97.28% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates).

Regarding the Resolution on the structure of the number of Government members for the 15th National Assembly term: 445 delegates participated in the vote (equal to 93.10% of the total number of National Assembly delegates); 444 delegates approved (equal to 92.89% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

*Content 3: The National Assembly listened to: Secretary General of the National Assembly Le Quang Tung, on behalf of the National Assembly Standing Committee, presenting the Report and Member of the National Assembly Standing Committee Hoang Thanh Tung presenting the Report on the examination of the draft Resolution of the National Assembly on the organization of the National Assembly's agencies; Vice Chairwoman of the National Assembly Nguyen Thi Thanh, on behalf of the National Assembly Standing Committee, presented 2 Reports, including: Report on the draft Resolution of the National Assembly on the number of members of the 15th National Assembly Standing Committee and Report proposing the National Assembly to dismiss the position of Member of the 15th National Assembly Standing Committee.

*Content 4: The National Assembly listened to Prime Minister Pham Minh Chinh present a Proposal requesting the National Assembly to approve the dismissal of the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term. After that, the National Assembly discussed in Delegations: Draft Resolution of the National Assembly on the organization of National Assembly agencies; Draft Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly; Dismissal of members of the Standing Committee of the 15th National Assembly; Approval of the dismissal of the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term.

*Content 5: The National Assembly listened to: Member of the National Assembly Standing Committee Nguyen Thanh Hai, on behalf of the National Assembly Standing Committee, reporting on the explanation and reception of opinions of National Assembly deputies discussing at the Delegation on the draft Resolution of the National Assembly on the organization of National Assembly agencies; the draft Resolution of the National Assembly on the number of members of the 15th National Assembly Standing Committee; the dismissal of the position of member of the 15th National Assembly Standing Committee; the approval of the dismissal of the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term; Secretary General of the National Assembly Le Quang Tung presented the draft Resolution on the organization of National Assembly agencies and the draft Resolution on the number of members of the 15th National Assembly Standing Committee (amended).

Then, the National Assembly voted to pass 2 draft Resolutions by electronic voting, with the following results:

Regarding the Resolution on the organization of National Assembly agencies: 464 delegates participated in the vote (equal to 97.07% of the total number of National Assembly delegates); 463 delegates approved (equal to 96.86% of the total number of National Assembly delegates); 01 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).

Regarding the Resolution on the number of members of the Standing Committee of the 15th National Assembly (amended): 451 delegates participated in the vote (equal to 94.35% of the total number of National Assembly delegates); 450 delegates approved (equal to 94.14% of the total number of National Assembly delegates); 01 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).

* Content 6: Human resources work

The National Assembly established the Ballot Counting Committee; conducted a secret ballot to dismiss Ms. Nguyen Thuy Anh, member of the Party Central Committee, from the position of member of the Standing Committee of the 15th National Assembly to take on the permanent position of the Economic - Social Subcommittee of the 14th National Congress of the Party; approved the Prime Minister's proposal to dismiss Mr. Nguyen Thanh Nghi from the position of Minister of Construction for the 2021-2026 term and Mr. Huynh Thanh Dat from the position of Minister of Science and Technology for the 2021-2026 term. The National Assembly listened to: The Ballot Counting Committee reported the results of the ballot counting to dismiss the position of member of the Standing Committee of the 15th National Assembly; approved the Prime Minister's proposal to dismiss the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term; Secretary General of the National Assembly Le Quang Tung presented 2 draft Resolutions of the National Assembly, including: Resolution to dismiss the position of member of the Standing Committee of the 15th National Assembly; Resolution approving the Prime Minister's proposal to dismiss the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term.
Then, the National Assembly discussed and voted to approve the above two draft Resolutions by electronic voting, with the following results:

Regarding the Resolution on Dismissal from the position of Member of the Standing Committee of the 15th National Assembly: 458 delegates participated in the vote (equal to 95.82% of the total number of National Assembly delegates); 458 delegates approved (equal to 95.82% of the total number of National Assembly delegates).

Regarding the Resolution approving the Prime Minister's proposal to dismiss the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term: 429 delegates participated in the vote (equal to 89.75% of the total number of National Assembly delegates); 428 delegates approved (equal to 89.54% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).

The National Assembly listened to: Vice Chairwoman of the National Assembly Nguyen Thi Thanh, on behalf of the National Assembly Standing Committee, presenting a Proposal to elect Vice Chairwoman of the National Assembly, member of the National Assembly Standing Committee, and Chairmen of a number of Committees of the 15th National Assembly; Prime Minister Pham Minh Chinh presented a Proposal to request the National Assembly to approve the appointment of a number of Deputy Prime Ministers and Ministers for the 2021-2026 term.

Then, the National Assembly discussed in groups about the above contents.

In the afternoon, under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly held a separate meeting on personnel work.

The National Assembly listened to the report of the Standing Committee member of the National Assembly Nguyen Thanh Hai on the explanation of the reception of the opinions of the National Assembly deputies discussed at the Delegation on: the election of Vice Chairmen of the 15th National Assembly for Mr. Le Minh Hoan and Mr. Vu Hong Thanh; the election of Member of the Standing Committee of the 15th National Assembly for Mr. Phan Van Mai; the election of Chairmen of the Committees of the 15th National Assembly, including: Chairman of the Law and Justice Committee for Mr. Hoang Thanh Tung, Chairman of the Economic and Financial Committee for Mr. Phan Van Mai, Chairman of the National Defense, Security and Foreign Affairs Committee for Mr. Le Tan Toi, Chairman of the Culture and Social Committee for Mr. Nguyen Dac Vinh, Chairman of the Delegation Work Committee for Ms. Nguyen Thanh Hai, Chairman of the People's Aspirations and Supervision Committee for Mr. Duong Thanh Binh; Approving the Prime Minister's proposal on the appointment of Mr. Mai Van Chinh and Mr. Nguyen Chi Dung to the positions of Deputy Prime Minister and Ministers for the 2021-2026 term, including: Minister of Construction for Mr. Tran Hong Minh, Minister of Science and Technology for Mr. Nguyen Manh Hung, Minister of Agriculture and Environment for Mr. Do Duc Duy, Minister of Ethnic Minorities and Religions for Mr. Dao Ngoc Dung.

The National Assembly then voted to approve the list to elect the Vice Chairman of the National Assembly, member of the National Assembly Standing Committee, and Chairman of a number of Committees of the 15th National Assembly.

The National Assembly conducted a secret ballot to elect the Vice Chairman of the National Assembly, members of the National Assembly Standing Committee, and Chairmen of a number of Committees of the 15th National Assembly; approved the Prime Minister's proposal on the appointment of Deputy Prime Ministers and Ministers for the 2021-2026 term. After that, the National Assembly listened to: The Ballot Counting Committee report on the results of the vote counting to elect the Vice Chairman of the National Assembly, members of the National Assembly Standing Committee, and Chairmen of a number of Committees of the 15th National Assembly; approved the Prime Minister's proposal on the appointment of Deputy Prime Ministers and Ministers for the 2021-2026 term; Secretary General of the National Assembly Le Quang Tung presented 5 draft Resolutions of the National Assembly, including: Resolution on the election of Vice Chairman of the 15th National Assembly; Resolution on the election of members of the National Assembly Standing Committee; Resolution on the election of Chairmen of Committees of the 15th National Assembly; Resolution approving the Prime Minister's proposal on the appointment of Deputy Prime Ministers for the 2021-2026 term; Resolution approving the Prime Minister's proposal on the appointment of Ministers for the 2021-2026 term.

Then, the National Assembly voted to pass the above 5 draft Resolutions by electronic voting, with the following results:

Regarding the Resolution on electing the Vice Chairman of the 15th National Assembly: 461 delegates participated in the vote (equal to 96.44% of the total number of National Assembly delegates); 461 delegates approved (equal to 96.44% of the total number of National Assembly delegates).
Regarding the Resolution on electing members of the Standing Committee of the 15th National Assembly: 446 delegates participated in the vote (equal to 93.31% of the total number of National Assembly delegates); 446 delegates approved (equal to 93.31% of the total number of National Assembly delegates).

Regarding the Resolution on electing Chairmen of a number of Committees of the 15th National Assembly: 447 delegates participated in the vote (equal to 93.51% of the total number of National Assembly delegates); 447 delegates approved (equal to 93.51% of the total number of National Assembly delegates).

Regarding the Resolution approving the Prime Minister's proposal on the appointment of Deputy Prime Ministers for the 2021-2026 term: 448 delegates participated in the vote (equal to 93.72% of the total number of National Assembly delegates); 448 delegates approved (equal to 93.72% of the total number of National Assembly delegates).

Regarding the Resolution approving the Prime Minister's proposal on the appointment of Ministers for the 2021 - 2026 term: 457 delegates participated in the vote (equal to 95.61% of the total number of National Assembly delegates); 456 delegates approved (equal to 95.40% of the total number of National Assembly delegates); 01 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).

Wednesday, February 19, 2025, morning: from 8:00 to 9:45: The National Assembly convenes a plenary session at the Hall, voting to pass: Resolution of the National Assembly on investment policy for the Lao Cai - Hanoi - Hai Phong railway construction investment project; Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; Resolution on specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project; Law on Promulgation of Legal Documents (amended); Law on Organization of Local Government (amended); Resolution regulating the handling of a number of issues related to the arrangement of the state apparatus.

After that, the National Assembly held a separate meeting and voted to approve the Resolution on the plan to invest in additional charter capital for the 2024-2026 period of the parent company - Vietnam Expressway Corporation (VEC) and a number of urgent mechanisms and solutions necessary to implement the project to renovate, repair, upgrade and build a new office of the President's office at 02 Le Thach, Hoan Kiem, Hanoi.

From 10:00 a.m., the National Assembly held its closing session and voted to pass two resolutions, including: Resolution on supplementing the socio-economic development plan for 2025 with a growth target of 8% or more; Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities.

The National Assembly then listened to the Chairman of the National Assembly deliver a closing speech at the Session. The session was televised and broadcast live on Vietnam Television and Voice of Vietnam.
