According to the resolution on approving the policy of arranging commune-level administrative units in Ninh Giang district in the period of 2023 - 2025, Van Phuc commune merged with Hong Duc commune to establish a new commune named Duc Phuc commune. The new commune uses the current office of Hong Duc commune.
Hong Phuc commune merged with Kien Quoc commune to form a new commune named Kien Phuc commune. The new commune uses the current office of Hong Phuc commune.
Dong Xuyen commune merged with Ninh Hai commune to form a new commune named Binh Xuyen commune. The new commune uses the current office of Dong Xuyen commune.
Dong Tam commune merged with Ninh Giang town. After the arrangement, Ninh Giang town used the current office of Dong Tam commune.

The arrangement of commune-level administrative units in Ninh Giang district has been agreed upon by the majority of voters in the communes, with the percentage of voters agreeing being over 95%. On March 4, 2024, Ninh Giang district was the first locality in Hai Duong to complete collecting voters' opinions on the implementation of the arrangement of commune-level administrative units in the 2023-2025 period.
After the rearrangement of commune-level administrative units in the 2023-2025 period, Ninh Giang district will reduce 4 communes, leaving the whole district with 15 communes and 1 town.
