Voters in Hai Duong agreed and highly agreed when asked for their opinions on the implementation of the arrangement of commune-level administrative units in the 2023 - 2025 period.
Methodical, rigorous
According to the project on the arrangement of commune-level administrative units in the period of 2023 - 2025 of Ninh Giang district, Dong Tam commune will merge with Ninh Giang town to establish a new administrative unit, Ninh Giang town. The whole commune has 4,662 voters in 1,953 families subject to consultation. The commune established 4 groups to distribute ballots to collect voters' opinions with 50 members, going to each family in the villages and hamlets, propagating the policy of arrangement and merger; fully recording voters' opinions and recommendations before distributing and collecting ballots... With a methodical approach, after only 2 days of organization, Dong Tam commune completed the consultation with the rate of voters agreeing reaching 99.48%.
Ms. Nguyen Thi Thuy in Tranh Xuyen village said: “My family members and I all agree with this policy. We hope that after the merger, the new Ninh Giang town will have more resources to invest in building cultural works and institutions to serve the people’s lives better and better.”
In order to collect voters' opinions on the merger of Thuong Vu commune and Co Dung commune according to the administrative unit arrangement and merger plan for the period 2023 - 2025 of Kim Thanh district, Co Dung commune has promoted propaganda work on the administrative unit arrangement policy to each cadre, party member and people from the beginning. The commune has fully implemented the steps of making a list, posting the voter list, and collecting voters' opinions. The commune also established voter opinion groups to go to each family to collect votes. The members of the opinion group are also "propagandists", propagating and mobilizing people to better understand the administrative unit merger policy. In this form, the percentage of voters in the commune agreeing with the administrative unit arrangement plan has reached more than 99%. “Once we have clearly understood the purpose and significance of the arrangement and merger of administrative units, especially after the new administrative unit comes into operation, we will be supported and given the best conditions to carry out the conversion of administrative procedures, so we all agree with the merger plan,” said Mr. Nguyen Van Nam, Co Dung commune.
Creating an important legal basis
By March 9, localities in Hai Duong had completed collecting voters' opinions on the implementation of the arrangement of commune-level administrative units.
According to the results announced by localities with administrative units implementing the arrangement and merger in the period of 2023 - 2025, the percentage of voters agreeing with the merger plan is high, from 90% or more. Some districts have high percentages of voters agreeing such as Ninh Giang with 99.4%, Cam Giang district with 99%, Gia Loc district with 97.63%... The process of collecting voters' opinions in localities is carried out in accordance with regulations, strictly, ensuring democracy and publicity. All localities organize to collect opinions in the form of direct, to each family (according to villages, hamlets, residential areas). The opinion collection teams carry out the recording, distribution and collection of ballots, then each team synthesizes the results and reports to the Steering Committee for the implementation of the arrangement of commune-level administrative units.
Mr. Pham Van Hung, Head of the Gia Loc District Internal Affairs Department, said that the work of collecting voters' opinions in the district was carried out strictly and in accordance with requirements; with full signatures of family members in the voting area. During the process of organizing the voter opinion collection, Gia Loc District established 5 working groups to directly go to the communes to inspect; coordinate propaganda, listen, and answer questions surrounding the implementation of the arrangement and merger. As a result, out of 31,111 voters in 8 communes to be arranged and merged and subject to the voting, 30,374 voters agreed, reaching 97.63%.
According to the Department of Home Affairs, the results of the voter consultation on the arrangement of administrative units in localities in the province all achieved a high rate, showing that the implementation and organization work was carried out strictly and in accordance with regulations. Propaganda work was focused on by localities with diverse forms.
Many places not only organize voting during office hours, but the teams distributing the ballots must also do it in the evening, outside of working hours. During the process of organizing the voter's opinion collection, localities also disseminate propaganda; promptly answer voters' questions about the merger... The very high rate of voters' consensus is an important legal basis for localities to deploy the next steps to successfully implement the Project on rearranging commune-level administrative units in Hai Duong province in the period of 2023 - 2025.
