Former Hanoi Chairman Nguyen Duc Chung violated regulations and illegally benefited from an exceptionally large amount of money.

The Ministry of Public Security's Information Portal has just released a notice on the results of the expanded investigation into the Hanoi Green Tree Company case.

Accordingly, on March 21, 2023, the Investigation Police Agency of the Ministry of Public Security issued a Decision to supplement the Decision to prosecute the criminal case; issued a Decision to prosecute the accused, and a Detention Order against Nguyen Duc Chung for the crime of Abusing position and power while performing official duties, as prescribed in Article 356 of the Penal Code.

Specifically, the Investigation Police Agency of the Ministry of Public Security is investigating the case of Smuggling and Violating regulations on management and use of State assets causing loss and waste occurring in Mong Cai City, Quang Ninh Province; the Urban Technical Infrastructure Maintenance Board under the Hanoi Department of Construction, Hanoi Green Tree Company and related units, organizations and individuals (according to Decision to prosecute the case No. 47/CSKT-P9 dated July 31, 2021).

As a result of the expanded investigation of the case, the Investigation Police Agency of the Ministry of Public Security determined that Nguyen Duc Chung, former Chairman of the Hanoi People's Committee, took advantage of his position and power to violate State regulations so that the Green Ecology Company, Hanoi Green Tree Company and Nguyen Tuan Nghia (companies and individuals with close relationships with Nguyen Duc Chung) were assigned by the Hanoi People's Committee to place orders to plant trees in Hanoi from 2016 to 2018, thereby illegally benefiting from an exceptionally large amount of money, causing exceptionally serious damage to state assets.

The above behavior of Nguyen Duc Chung committed the crime of Abusing position and power while performing official duties, as prescribed in Article 356 of the Penal Code.

After the Supreme People's Procuracy approved, the Investigation Police Agency of the Ministry of Public Security implemented the above Decisions and Orders in accordance with the provisions of law.

Prosecuted 4 defendants for the crime of illegally printing, issuing, and trading invoices and documents

Also according to the Ministry of Public Security's Information Portal, the Ministry of Public Security's Investigation Police Agency is urgently investigating the criminal case: "Smuggling; Violating regulations on management and use of State assets causing loss and waste" occurring in Mong Cai city, Quang Ninh province; Urban Technical Works Maintenance Board under the Hanoi Department of Construction, Hanoi Green Parks and Trees One Member Co., Ltd.

As a result of the extended investigation of the case, on March 16, 2023, the Ministry of Public Security's Investigation Police Agency initiated additional prosecution of the case of "Lack of responsibility causing serious consequences; Illegal printing, issuance, and trading of invoices and documents for payment to the state budget" under Article 360 ​​and Article 203 of the Penal Code. At the same time, it issued procedural decisions against 04 defendants, including:

Decision to prosecute Do Thi Hanh and Nguyen Thi Ngu for the crime of "Illegal printing, issuance, and trading of invoices and documents for payment to the state budget" under Article 203 of the Penal Code.

Decision to supplement the Decision to prosecute Nguyen Tuan Nghia, Director of the People's Development Company Limited and Kieu Thi Thuy, Accountant of Hoa Lac Green Company Limited and People's Development Company Limited for the crime of "Illegal printing, issuance, and trading of invoices and documents for payment to the state budget" according to Article 203 of the Penal Code.

On March 17, 2023, after the Supreme People's Procuracy approved, the Ministry of Public Security's Investigation Police Agency executed the above Decisions and Orders in accordance with the provisions of law.

Currently, the Investigation Police Agency of the Ministry of Public Security is continuing to investigate and conclude the criminal acts of the prosecuted defendants, while expanding the investigation of the case and applying measures according to the law to thoroughly recover assets for the State.
