According to the report of the Ministry of Finance at the Workshop "Education 2023: Institutions and policies to improve the quality of higher education" organized by the National Assembly's Committee on Culture and Education on the afternoon of November 5, every year, the state budget has ensured sufficient funding to implement the policy of exempting and reducing tuition fees, supporting study costs for students who are beneficiaries of preferential treatment studying at educational and training institutions, an average of about 7,500 billion VND.

In addition, the state budget annually subsidizes interest rates and management costs for the Social Policy Bank to implement preferential lending policies for students. According to the Social Policy Bank's report, the total loan turnover from the program's implementation to December 31, 2021 reached VND 67,950 billion.

The outstanding debt as of December 31, 2021 was VND 10,243 billion, with 298,721 households still in debt (loans for over 325,000 students; of which overdue debt was VND 104,000 million, accounting for 1.0% of total outstanding debt). The total number of students receiving loans was 3.6 million.

Implementing the Resolution of the 13th Party Congress to contribute to supporting students to study, thereby improving the qualifications of students, contributing to the innovation of education and training and the development of high-quality human resources, the Ministry of Finance has submitted to the Prime Minister Decision No. 05/2022/QD-TTg dated March 23, 2022 amending and supplementing a number of articles of Decision No. 157/2007/QD-TTg dated September 27, 2007 of the Prime Minister on credit for students, in which the maximum loan amount is increased to 4 million VND/month/student. Related contents on the lending mechanism are amended and supplemented to improve implementation efficiency.

Education and training are identified by the Party and State as the top national policy and priority investment.

Pursuant to Resolution No. 43/2022/QH15 of the National Assembly and Resolution No. 11/NQ-CP of the Government, in response to the online learning requirements of students in the context of the COVID-19 pandemic, the Ministry of Finance has submitted to the Prime Minister Decision No. 09/2022/QD-TTg dated April 4, 2022 on credit for students from disadvantaged families to purchase computers and equipment for online learning, which stipulates: The maximum loan amount is 10 million VND/student; the maximum loan term is 36 months; interest rate is 1.2%/year.

As of September 4, 2022, the Vietnam Bank for Social Policies has disbursed loans for the program with an outstanding balance of VND 745 billion. The loan capital has been disbursed by the Vietnam Bank for Social Policies to more than 70,000 students from difficult family circumstances to buy computers and electronic devices, thereby supporting students who are eligible to continue studying online when infected with COVID-19 in the recent period, while supporting students to study effectively in a classroom environment that is gradually being digitized and digitized; contributing to the implementation of the Party and State's policy of social justice, caring for all people, and "leaving no one behind".
