Hai Phong, Da Nang, Ba Ria - Vung Tau, and Ha Nam are the first four localities nationwide to plan to spend hundreds of billions of VND to exempt and reduce tuition fees for students of all levels in the 2023-2024 school year.
This year, the Hai Phong City People's Council plans to spend more than 400 billion VND from the local budget to exempt tuition fees for all students studying at kindergartens, primary schools, secondary schools, and high schools in the area.
This tuition exemption is implemented according to Resolution No. 54 passed by the City People's Council in 2019.
Tuition fees for the 2023-2024 school year in Hai Phong include: urban areas, tuition fees are 300,000 VND/student/month. Rural areas are 100,000 VND/student/month for three levels: preschool, primary school, and secondary school. High school level is 200,000 VND/student/month.

The Da Nang City People's Council also issued a resolution to spend nearly 410 billion VND to exempt tuition fees for preschool children, students of public and non-public schools, and students of continuing education centers for the 2023-2024 school year. Of which, more than 316 billion VND will be spent to exempt tuition fees for students of public schools and 92.2 billion VND to support non-public students.
This year, Ba Ria - Vung Tau province plans to spend about 327 billion VND on tuition exemption for students at all levels. Of this, 190 billion VND will be allocated to support tuition reduction for 5-year-old children and secondary school students (primary school students are exempted by law).
In addition to 5-year-old preschool children, in the 2023-2024 school year, the province has issued a policy to support tuition fees for 3- and 4-year-old preschool children, high school students and continuing education students. This support level is for both public and non-public subjects, applied according to the actual number of months of study at educational institutions according to regulations, not exceeding 9 months.
The province has set aside VND137 billion to support tuition fees for nursery school children, 3-4 year old children, high school students and students at continuing education centers.
The funding source for implementation is guaranteed from the provincial and district budgets according to the provisions of the State Budget Law and the current decentralization of revenue sources and local budget expenditure tasks.
Instead of exempting 100% of tuition fees like other localities, Ha Nam province decided to partially support tuition fees for students of all levels in the area after announcing the new tuition fees. The support level is exactly equal to the tuition fee increase when implementing Decree 81. Regarding budget expenditure, the province has not announced it yet, waiting for the Government to issue the revised Decree 81.
In the previous school year 2022 - 2023, there were 7 localities nationwide implementing tuition exemption for high school students including: Hai Phong, Quang Ninh, Da Nang, Ba Ria - Vung Tau, Bac Kan, Can Tho, Quang Binh.
On September 15, the Ministry of Education and Training submitted to the Government a draft to amend and supplement a number of articles of Decree 81 regulating the mechanism for collecting and managing tuition fees at universities and localities nationwide. In particular, university tuition fees increased compared to the previous school year and high school tuition fees remained the same.
Specifically, the tuition fee ceiling for public universities that are not self-sufficient in regular expenses in 2023-2024 will be 1.2-2.45 million VND/month, depending on the major, instead of 1.35-2.76 million VND as in Decree 81. The current collection level is 980 thousand to 1.43 million VND.
The tuition fee ceiling for schools in the 2023-2024 school year ranges from 30,000 - 650,000 VND/month depending on the level of study and region. This level has been applied by many localities, including Hanoi and Ho Chi Minh City, since the last school year. For autonomous educational institutions, the maximum ceiling is 2-2.5 times higher than the above level.
