The Ministry of Education and Training has just issued Official Dispatch No. 3935/BGDĐT-GDTrH to the Departments of Education and Training on instructions for implementing secondary education tasks for the 2024-2025 school year.
Accordingly, the Ministry requested the Departments of Education and Training to implement the 2018 General Education Program for all grades, focusing on preparing good conditions for implementation for grades 9 and 12 to ensure completion of the school year program and improve the quality of secondary education. Prepare to organize a review of the implementation of the 2018 General Education Program for the 2020-2025 period.
In developing and implementing the school's educational plan, the Ministry of Education and Training notes that educational institutions should develop and distribute programs for the subjects of Natural Sciences, History and Geography, and Career Guidance Experience Activities in accordance with the actual situation to effectively promote the capacity of the school's teaching staff.
For elective subjects and elective study topics at high school level, the Ministry of Education and Training notes that it is necessary to increase the arrangement of separate classes for each elective subject and elective study topic, and flexibly arrange the number of students in each class to best meet the wishes of students. Schools assign teachers and build timetables between classes to ensure scientificity; organize well the consultation and registration for students, and choose subjects and study topics to ensure publicity and transparency.
The Departments of Education and Training direct educational institutions to effectively implement teaching and learning methods and forms, and testing and assessment to develop students' qualities and abilities; diversify the forms of organizing integrated educational activities to develop students' skills; promote and improve the quality of STEM education, career education, and orientation for students after junior high school and high school.
Schools must evaluate middle and high school students in accordance with regulations; not exceeding the requirements of the program. In particular, it is important to develop a testing and evaluation plan that is consistent with the teaching plan, and to strengthen the implementation of periodic testing and evaluation through practical exercises and learning projects.
For Literature, avoid using texts and excerpts learned in textbooks as test materials to assess reading comprehension and writing skills in periodic tests to overcome the situation where students only memorize lessons or copy content from available documents.
Educational institutions should strengthen the construction of question banks and test matrices according to the requirements of the subject program; prepare 9th grade students to get acquainted with the orientation of the entrance exam for grade 10, and 12th grade students to get acquainted with the orientation of the high school graduation exam.
In the 2024-2025 school year, the Ministry of Education and Training requires the Departments of Education and Training to focus on developing the network of schools and classes; strengthening facilities and teaching equipment to ensure the implementation of the 2018 General Education Program; improving the quality of universal secondary education. At the same time, develop a team of teachers and educational managers to ensure quality; focus on regular training and fostering to improve professional and technical capacity.
Educational institutions effectively implement school management and administration; ensure democracy, discipline, order, quality and efficiency; well organize emulation movements; effectively and practically implement digital transformation in teaching and educational management; focus on implementing digital transformation in managing students' learning and training results.
Departments of Education and Training shall strengthen inspection of extra teaching and learning; organize the selection of textbooks; manage and use reference publications in educational institutions; recruit students at primary levels; transfer schools and admit students at secondary and high schools. In particular, strictly implement regulations on management and use of reference publications; do not allow reference publications with content that violates Vietnam's sovereignty over seas and islands, cultural traditions, and customs to be used in teaching.
Regarding emulation and rewards, the Ministry of Education and Training recommends implementing rewards and disciplines for students' progress; ensuring compliance with regulations, fairness, publicity, transparency, timeliness, and creating inspiration and motivation for students. At the same time, strengthening positive disciplinary education measures to train students' sense of discipline and responsibility towards themselves, teachers, friends, family, and the community.
