Creating positive changes in innovation of general education programs and textbooks

On March 20, the Government issued Resolution 32/NQ-CP on the Plan to implement Resolution No. 686/NQ-UBTVQH15 of the National Assembly Standing Committee on thematic supervision of the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks.

The plan aims to unify direction for ministries, branches and localities in organizing the implementation of Resolution No. 686/NQ-UBTVQH15, creating positive changes in the innovation of general education programs and textbooks.

The plan clearly states that ministries, branches, relevant agencies and localities, based on their assigned functions and tasks, will advise competent authorities to issue or issue under their authority legal documents in the list attached to Resolution No. 686/NQ-UBTVQH15. In particular, urgently issue documents detailing instructions for the implementation of the 2019 Education Law, to be completed in 2024. Organize a review of legal documents that are no longer suitable, ensure the consistency and synchronization of the legal system related to the innovation of general education programs and textbooks, and propose to include them in the program for drafting legal documents of the Government and the Prime Minister.

Issue guidance documents on textbook pricing methods

The Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to develop and submit to competent authorities for promulgation strategies and plans for the 2021-2030 period on education and training development and other relevant plans, to be completed in 2024; issue documents guiding textbook pricing methods, ensuring strict control of publishing and distribution costs to reduce textbook prices; amend and supplement regulations on experimentation, approval and selection of textbooks.

The Ministry of Education and Training studies and regulates standards for teachers of some art subjects at all levels of general education; studies and pilots models of joint training of specialized subjects (foreign languages, information technology, art); proposes and coordinates with the Ministry of Home Affairs and the Ministry of Finance to develop salary scales according to job positions, titles and leadership positions and preferential allowances according to profession (if any) for specialized civil servants under its management, in conjunction with the arrangement of organizational apparatus, streamlining of staff and innovation of operating and financial mechanisms of public service units (including general and preschool teachers).

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training to review, revise and supplement regulations on salary, allowance and incentive policies for teachers in accordance with the Party and State's salary reform policies and roadmap.

The Ministry of Finance shall preside over and coordinate with the Ministry of Education and Training to amend and supplement regulations on the management mechanism and allocation of state budget for general education institutions in the direction of shifting from support for public general education institutions to direct support for the poor and policy beneficiaries; from support according to the average allocation mechanism to the mechanism of the State ordering and assigning service provision tasks based on output quality or bidding for service provision.

Conduct inspection and supervision of socialized work in textbook compilation.

Regarding improving the effectiveness and efficiency of state management of innovation in general education programs, the Ministry of Education and Training presides over and coordinates with ministries, branches and localities to continue focusing on implementing the 2018 General Education Program according to the roadmap, ensuring progress and quality; replicating good models, good practices, advanced examples, removing obstacles, overcoming existing limitations; promoting the initiative of educational institutions and teachers in implementing the 2018 General Education Program.

At the end of the 2024-2025 school year, conduct a summary assessment of the implementation of innovation in general education programs and textbooks; summarize and assess the socialization of textbook compilation, on that basis report to the Government to submit to the National Assembly on the use of the state budget to compile a set of textbooks according to the provisions of Resolution No. 88/2014/QH13 of the National Assembly in 2025.

The Ministry of Education and Training completes the compilation, organization of printing and distribution of ethnic minority language textbooks and textbooks for the visually impaired, ensuring quality and on schedule; guides the printing and distribution of local educational materials; tests and uses electronic textbooks according to the 2018 General Education Program.

At the same time, the Ministry will improve the effectiveness and efficiency of inspection and examination of the implementation of the 2018 General Education Program, the purchase of teaching equipment and the organization of high school graduation exams; conduct inspections and examinations of the socialization of textbook compilation; the process of compiling, appraising, publishing, printing, distributing, selecting textbooks, and using textbook distribution costs nationwide.

The Ministry of Education and Training shall preside over and coordinate with the Ministry of Finance and the Ethnic Committee to summarize the implementation of the socialization policy in the field of education and training; review, complete and propose mechanisms and policies to ensure the leading role of the State in developing the education career, enhancing socialization, mobilizing resources for general education innovation; preside over and coordinate with the Ministry of Home Affairs to review, amend and supplement and submit to competent authorities to promulgate regulations on decentralization in state management of education to strengthen decentralization and delegation of power to localities, including decentralization of approval of local educational documents.

The Ministry of Labor, War Invalids and Social Affairs shall coordinate with the Ministry of Education and Training and relevant agencies to prepare and promulgate the Vocational Education Program, the General Vocational Education Program, and the Technical High School Program in accordance with the general needs of the country and the specific needs of localities.

Removing obstacles and shortcomings in recruiting teachers to teach new subjects

Regarding strengthening conditions to ensure the implementation of general education innovation, the Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training to inspect the management and use of the additional teacher payroll according to Decision No. 72-QD/TW of the Politburo. Review, amend, supplement or issue a new Decree replacing Decree No. 111/2022/ND-CP on contracts for certain types of work in administrative agencies and public service units; Decree No. 76/2019/ND-CP on policies for cadres, civil servants, public employees, workers and salaried people in the armed forces working in areas with particularly difficult socio-economic conditions (including teachers and education managers working in specialized schools in areas with particularly difficult socio-economic conditions) to ensure suitability to reality.

The Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to review, propose amendments and supplements to relevant regulations to remove difficulties and inadequacies in recruiting teachers to teach new subjects according to the 2018 General Education Program; research and propose mechanisms and policies for teacher rotation to resolve the situation of local teacher surplus and shortage.

The Ministry of Education and Training focuses on improving the quality of pedagogical training; training enough teachers to teach new subjects according to the 2018 General Education Program; improving the quality and effectiveness of training and coaching of education managers and teachers; promoting the role of core teachers; submitting to the Prime Minister for approval the Project on investment in facilities and minimum teaching equipment to ensure the implementation of the 2018 General Education Program, to be completed in 2024.

In addition, the Ministry of Education and Training reviews, evaluates and promulgates policies to support learning costs for students in areas with difficult socio-economic conditions, ethnic minority areas, remote areas, border areas and islands; researches, comprehensively reviews and promulgates a Decree to replace Decree No. 81/2021/ND-CP on the mechanism for collecting and managing tuition fees for educational institutions in the national education system.

The Ministry of Finance shall preside over and coordinate with the Ministry of Education and Training to arrange and ensure the budget for education and training according to regulations, prioritizing the regular budget for training and fostering of teachers and education managers; propose forms of support from the central budget for localities to ensure the implementation of the 2018 General Education Program in the period of 2024 - 2025 and the following years, especially localities with difficult socio-economic conditions, ethnic minority areas, mountainous areas, remote areas, border areas, and islands.

The People's Committees of provinces and centrally-run cities continue to synchronously implement solutions to resolve the local surplus and shortage of teachers; flexibly implement, arrange and assign teachers to ensure sufficient quantity and synchronous structure according to regulations; continue to recruit to ensure sufficient assigned staff.

Localities focus on investing in solidifying schools and classrooms, eliminating temporary classrooms; developing schools and classrooms in areas with rapidly growing populations and densely populated areas; ensuring adequate facilities and minimum teaching equipment to serve the implementation of the 2018 General Education Program; effectively managing and using teaching equipment; promoting socialization and mobilizing investment resources for education; continuing to prioritize local budgets for education and training; fully arranging and effectively using capital sources from the state budget, especially capital sources from national target programs, approved programs, projects and plans.

The People's Committees of provinces and centrally-run cities shall allocate budgets to select textbooks; print and distribute local educational materials; Braille books for the visually impaired; develop plans and implement textbook support for students from difficult family circumstances, students from poor and near-poor households, remote and isolated areas, ethnic minority students, and students who are policy beneficiaries.
