On the afternoon of February 18, Thua Thien Hue authorities prosecuted Phan Dinh Kieu, the driver who caused a particularly serious accident on the Cam Lo - La Son highway that killed three people.

Upon receiving the news, Vice Chairman of Thua Thien Hue Provincial People's Committee Hoang Hai Minh went to the scene to directly direct the investigation into the cause of the accident and went to Hue Central Hospital, branch 2, to visit and give support of 15 million VND to the relatives of the deceased and 2 million VND to the injured.
According to authorities, at around 10 a.m. the same day, Mr. Phan Dinh Kieu (55 years old, residing in Kon Tum) drove a car with license plate 36A - 485.67 on the Cam Lo - La Son highway in the direction of Da Nang - Quang Tri.
The car was carrying four family members at the time: Mr. Phan Dinh Q. (46 years old), his wife Le Thi H. (41 years old) and two children Phan Le Khanh V. (15 years old), Phan Dinh Q. (9 years old), all residing in Dong Tan ward, Thanh Hoa city, Thanh Hoa province.
When the car reached Km 48+200m of Cam Lo - La Son highway, in Dong Thai village, Phong My commune, Phong Dien district, car 36A-485.67 collided with tractor 63C-136.59 pulling trailer 63R-00227 driven by Mr. Huynh Van Dung (residing in Tien Giang) going in the same direction ahead, in the same lane.
After the collision, the car veered into the opposite lane from Quang Tri to Da Nang and hit a truck with license plate 63H-005.68 driven by Mr. Lam Van Tam (living in An Giang) who was going on the opposite lane. The collision caused the car to plunge into the abyss on the right side of the one-way street.
Then, truck 63H-005.68 was hit from behind by tractor 51D-150.90 pulling trailer 51R-349.20 driven by Mr. Nguyen Tan Dat (residing in Quang Ngai) going in the same direction.

The accident caused Phan Dinh Q. to die on the spot. Phan Le Khanh V. and Le Thi H. died at Hue Central Hospital, branch 2. The remaining people involved in the accident suffered minor injuries.
The initial cause of the accident was determined to be the car not observing and not controlling its speed when overtaking the tractor-trailer, causing the accident.
