Based on the collected documents and evidence, on March 24, 2023, the Investigation Police Agency of Thai Binh Provincial Police issued a Decision to initiate a criminal case, prosecute the accused, issue an arrest warrant for temporary detention and a search warrant at the residence and workplace of Dinh Van Khoa (born in 1964, residing at Group 19, Tran Lam Ward, Thai Binh City).
When prosecuted and detained, Dinh Van Khoa was Deputy Director in charge of the Thai Binh Province Forensic Center. Dinh Van Khoa was prosecuted and temporarily detained to investigate the crime of "Embezzlement of property" stipulated in Article 353 of the Penal Code.
Initially, the Investigation Agency determined that Dinh Van Khoa had abused his position and authority to direct subordinates to create fake settlement documents; embezzled compensation money from other appraisers, causing damage to the state budget and individuals totaling 112 million VND.
The above decisions and orders have been approved by the Provincial People's Procuracy.
Thai Binh Provincial Police are directing functional units to urgently investigate and expand the case, strictly handle the subjects according to the provisions of the law and thoroughly recover the assets obtained from crime.
