Hai Duong digitally transforms to improve the quality of living and working environment

In his speech, Secretary of the Provincial Party Committee Tran Duc Thang said that Hai Duong is one of the first provinces nationwide to issue a Resolution on digital transformation. On March 26, 2021, the Provincial Party Committee issued Resolution No. 06-NQ/TU on digital transformation for the 2021-2025 period, with a vision to 2030. The province has taken the date of issuance of the Resolution - March 26 every year - as the province's Digital Transformation Day.

The Resolution of the 17th Provincial Party Executive Committee has identified the direction and goal for the 2020-2025 period as restructuring the economy towards green growth and digital transformation. This is also the province's consistent and comprehensive strategy. In particular, developing digital government, digital economy, and digital society is a decisive factor to improve the productivity, quality, efficiency, and competitiveness of the province in the short and long term.

Hai Duong province has identified a number of key tasks for infrastructure and service development to serve digital transformation, prioritizing the application of a number of core technologies that can be used as shortcuts and have the potential to make strong breakthroughs to create new models, products and services of high value. These are also superior solutions that bring practical efficiency to the government, people and businesses when applying new technologies to the production, operation and service provision processes, aiming at economic, cultural and social development associated with the strengths and potentials of the locality.

During the 3 years of implementing Resolution No. 06-NQ/TU, Party committees, authorities and localities at all levels have paid attention to directing and implementing digital transformation in all aspects of work and achieved many important results. Hai Duong province ranked 14th for 2 years and 13th for 1 year out of 63 provinces and cities nationwide in terms of digital transformation.

Provincial Party Secretary Tran Duc Thang emphasized that in order to promote digital transformation in all areas, it is necessary to have the attention, leadership and direction of Party committees and authorities at all levels, raise awareness and change people's thinking about digital transformation. Along with that, it is necessary to attract investment from businesses and form digital technology enterprises. Mobilize and promote social resources to serve digital transformation.

One of the important goals of digital transformation is to improve the quality of living and working environment. The launch and operation of the Smart-Hai Duong application for residents and the 3-level interconnected electronic information portal are effective bridges between the government, residents and businesses, creating favorable conditions for residents and businesses to dialogue with the government, participate in the development and implementation of policies, solutions, services... performing the role of social supervision and criticism in the construction and development of smart cities, contributing to promoting the effectiveness of sustainable socio-economic development.

Provincial Party Secretary Tran Duc Thang requested provincial agencies and units to step up propaganda activities on the Smart-Hai Duong application and the province's 3-level electronic information portal, and at the same time deploy to all cadres, civil servants, public employees, workers and all people to install, exploit and use these applications.

In 2024, the Prime Minister has oriented it as the year of "Developing the digital economy with 4 pillars: industry, information technology; digitalization of economic sectors; digital governance; digital data - an important driving force for rapid and sustainable socio-economic development". Hai Duong province will focus on synchronously building digital government, developing digital economy, digital society to truly become an important driving force, deciding to promote rapid and sustainable economic and social development. Thereby contributing to promoting administrative procedure reform, improving the investment environment, improving the operational efficiency of Party committees at all levels, authorities, agencies in the political system, improving the operational efficiency of enterprises and people's lives.

At the event, delegates pressed the button to launch the Smart-Hai Duong application for people, the 3-level inter-connected electronic information portal of Hai Duong province and launched the online contest "Beauty of Union members" on the Smart-Hai Duong app for cadres, union members and workers throughout the province.

The Smart-Hai Duong App has many essential utilities, bringing new experiences to people, acting as the core to create a close connection between the government, people and businesses. The application provides official and transparent information channels, helping people easily access online public services, look up information, explore locations, conduct transactions, services and participate in community activities in Hai Duong. Users can download Smart-Hai Duong at the App Store and CH Play app stores.

On this occasion, the Organizing Committee announced the results of the assessment of the Digital Transformation Index (DTI) at the department and district levels in the province in 2023. This is the first time the province has announced this ranking.

Accordingly, the Department of Information and Communications and Gia Loc district led the rankings in digital transformation at the department and district levels. The Provincial Industrial Park Management Board and Thanh Ha district ranked last. The Provincial Inspectorate and the Provincial Construction Investment Project Management Board participated in the assessment but were not ranked because these two units do not provide public services.

Also at the event, representatives of VNPT, Dell, and Viettel Corporations presented solutions for developing digital infrastructure to ensure essential conditions for serving people and businesses such as deploying 5G network applications, using superior, modern products and storage devices, and virtual assistants to serve officials, civil servants, and people.

On the sidelines of the event, corporations and technology companies organized booths to display solutions and products on digital transformation and 5G mobile network experiences.
