According to statistics from Gia Loc District People's Committee, there are currently 9 communes, towns, and agencies with land and houses that need to be arranged and processed with an area of 20,328 m2 of land and some constructions on the land. In addition, 3 enterprises, namely Northern Food Joint Stock Company, National Reserve Warehouse, and Hai Duong Import-Export Joint Stock Company, were assigned to use and lease 15,427 m2 of land but were ineffective and needed to be rearranged. A representative of Gia Loc District People's Committee said: "For each surplus area and house on land, Gia Loc District has developed a specific treatment plan to best exploit the constructions. Currently, many constructions have seriously degraded due to decades of disuse. If not handled, it will be a waste, while the locality is in need of a huge amount of funding to build other constructions".
Gia Loc District People's Committee has proposed to convert the land use rights of stores No. 1 and No. 2 of the old Veterinary Station, Tam Luong Kindergarten (Tan Tien Commune), Binh De Village Kindergarten (Gia Khanh Commune), Nhat Tan Commune Old Kindergarten, Nhan Ly Village Cultural House (Hong Hung Commune), the old Trung Khanh Commune People's Committee headquarters, Van Do Village Cultural House (Yet Kieu Commune), part of the old Phuong Hung Commune People's Committee headquarters, Dong Hao and Hau Bong Village Kindergartens (Quang Minh Commune). The Do Xuyen and Dong Cau Village Kindergartens (Quang Minh), Bai Thuong and Buom Village Kindergartens (Toan Thang), and the old Gia Hoa Commune People's Committee headquarters have been converted into sports fields, communal house land, cultural and educational land, etc.

After merging the three communes of Trung Khanh, Gia Hoa, Yet Kieu into Yet Kieu commune, 30 cadres, civil servants, non-professional cadres, and 8 regular police officers of the commune all work at the old Yet Kieu commune People's Committee headquarters. The headquarters was built in 2010 on an area of 710 m2, with a total area of 5,700 m2. Currently, the commune People's Committee headquarters is cramped, unable to meet the requirements of handling work when one office has to arrange many organizations to share the same office, such as the Farmers' Association sharing the same room with the Women's Association, the Veterans' Association sharing the same room with the Youth Union... "Every time we have a meeting, we have to notify the Youth Union so that they can arrange and work in another room. When guests come, we have to receive them right in the room, which is very inconvenient and affects the work of others," said Mr. Vu Xuan Bien, Chairman of the Veterans' Association of Yet Kieu commune.
According to Mr. Tran Dinh Bien, Vice Chairman of Yet Kieu Commune People's Committee, if the land area of the old Trung Khanh Commune People's Committee headquarters is allowed to be converted, Yet Kieu Commune will have funds to build and renovate the headquarters to make it spacious, ensuring enough working rooms for departments and organizations. "We hope the province will soon consider and resolve the handling of the two redundant headquarters in the locality to have funds to build infrastructure as well as expand some works. The locality strives to reach the advanced new rural standards by 2024, so it needs a lot of funds," said Mr. Tran Dinh Bien.
After merging into Gia Loc town, the old Phuong Hung commune People's Committee headquarters is currently not in use. Gia Loc district People's Committee also proposed to transfer nearly 940 m2 to build the Gia Loc town police headquarters, the remaining nearly 3,000 m2 of land will be transferred to urban land. "This area is adjacent to the western urban area of the town. If converted, it will contribute to expanding the urban area, creating a spacious appearance for the town. The funding source will be used to build the town's headquarters because this headquarters was built in 2000 and the office space is now cramped and degraded," said Mr. Doan Van Long, Chairman of Gia Loc town People's Committee.
