Many National Assembly delegates believe that it is necessary to look at the issue of extra teaching and learning thoroughly in order to come up with appropriate regulations, avoiding the situation where it cannot be managed and then banned.

On the morning of November 20, participating in the discussion on the draft Law on Teachers, delegate Do Huy Khanh (Dong Nai delegation) was interested in extra teaching and learning.

According to delegate Do Huy Khanh, Article 11 of the draft law stipulates what teachers are not allowed to do, including not forcing students to take extra classes in any form. However, according to delegate Do Huy Khanh, extra classes are a necessary need of society.

The delegate from Dong Nai said that there are currently two opinions on extra classes, one is to ban them and the other is to manage them. In his personal opinion, Mr. Do Huy Khanh believes that "if you can't manage them, then ban them."

Delegate Khanh proposed that the Ministry of Education and Training coordinate with relevant ministries and branches to issue regulations on management of current extra teaching and learning.

"Many workers work overtime in the afternoon and cannot pick up their children, so they want to leave their children with teachers to take them home to manage, and only pick them up in the evening. Therefore, the draft law needs to have a management mechanism for extra teaching and learning," proposed delegate Do Huy Khanh.

Agreeing with the above viewpoint, delegate Chamaléa Thi Thuy (Ninh Thuan delegation) said that it is necessary to look at the issue of extra teaching and learning thoroughly to come up with the most appropriate regulations.

"In reality, extra teaching is a real need for teachers, extra learning is a real need for students, especially in urban areas, areas with developed economic conditions, where children are invested in their studies by their families," delegate Thuy emphasized.

According to delegate Chamaléa Thi Thuy, students with good learning ability also have the need to study more to improve beyond basic knowledge, especially those who wish to take exams to enter specialized schools, excellent students at all levels and take exams to enter top universities.

"The need to find good teachers for extra classes is always real," said delegate Thuy, adding that increasing salaries and allowances to solve the current problem of extra classes is still a subjective view, not really suitable for the needs of life.

Concerned about the issue of salary and benefits for teachers, delegate Huynh Thi Anh Suong (Quang Ngai delegation) suggested that attention should be paid to the lives and income of teachers, especially preschool teachers and young teachers.

Delegate Huynh Thi Anh Suong said that the lives of some teachers are still difficult, they cannot make a living from their profession, and they have not received proper attention and protection from society. The delegate suggested that it is necessary to clearly define the rights of teachers related to their jobs, and that the working environment be protected, safe, and respected.

Delegate Nguyen Danh Tu (Kien Giang delegation) said that in public educational institutions, in addition to teachers who are civil servants, there are also a number of teachers working under labor contracts who have not been recruited as civil servants.

Therefore, the delegate suggested that in the draft law, when regulating teachers in public educational institutions, it is necessary to stipulate cases where teachers are civil servants and cases where teachers work under labor contracts to ensure coverage of all teachers working in public educational institutions.
