Prime Minister Pham Minh Chinh has just signed and issued Directive No. 06/CT-TTg dated February 15, 2024 on urging the implementation of key tasks after the 2024 Lunar New Year holiday.
The Directive clearly states: In order to prepare well for the conditions to serve the people to celebrate the Lunar New Year of Giap Thin 2024, ministries, agencies, localities and functional forces have seriously implemented Directive No. 26-CT/TW dated November 23, 2023 of the Secretariat and Directive No. 30/CT-TTg dated December 15, 2023 of the Prime Minister; paid attention to taking care of the material and spiritual life of the people; fully, promptly and innovatively implemented social security policies; focused on activities of gratitude and affection for war invalids, families of martyrs, and people with meritorious services to the revolution. Goods during Tet are abundant, ensuring quality and stable prices, especially essential goods; tourism activities continue to flourish.
Many key national projects were constructed during Tet to speed up progress; many factories maintained production activities during Tet to ensure orders. People's health care was well implemented. Traffic was basically smooth, and violations of traffic order and safety were strictly handled. Political security and national sovereignty were maintained; social order and safety were ensured. Strictly implement regulations on practicing thrift, fighting waste, preventing and combating corruption and negativity. Cultural activities and festivals took place vibrantly, were managed and organized in accordance with regulations, imbued with national identity, ensuring a civilized lifestyle, especially for religious and belief activities. Our people welcomed the Lunar New Year of Giap Thin 2024 in a joyful, healthy, safe, economical, and affectionate atmosphere; everyone and every household had the conditions to enjoy spring and celebrate Tet.

Speed up the progress of drafting, submitting and promulgating detailed regulations and instructions for the implementation of the Laws and Resolutions passed at the 6th Session and the 5th Extraordinary Session; at the same time, focus on drafting, ensuring the progress and quality of projects under the Law and Ordinance Development Program in 2024, and carefully prepare contents to serve the 7th Session of the 15th National Assembly.
Resolutely and effectively implement solutions to promote disbursement of public investment capital right from the first days and months of 2024; consider this a key political task to create a driving force to "accelerate" economic and social recovery and development associated with ensuring quality, fighting negativity, corruption and waste. Ministries, branches and localities urgently allocate in detail 100% of the state budget public investment capital in 2024 assigned by the Prime Minister, ensuring compliance with the provisions of the law on public investment and the Government's resolutions.
Ministries, agencies and localities synchronously deploy solutions, resolutely direct the acceleration of progress, completion of investment procedures, construction progress and disbursement of capital for projects right from the beginning of the year. Speed up the progress of investment preparation and investment decisions; establish, appraise and approve implementation designs after basic designs, select contractors to soon start construction of projects assigned to the managing agency, especially projects expected to allocate increased central budget revenue sources in 2023 and 2024.
The Prime Minister requested Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities to resolutely remove difficulties and obstacles for people and businesses to promote strong development of production and business activities in all fields; substantially reform administrative procedures and reduce business regulations. Focus on promoting the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) according to the direction of the Prime Minister in Directive No. 04/CT-TTg dated February 11, 2024.
At the same time, speed up the progress of preparing the 5-year Land Use Plan for 2021 - 2025 at the provincial level and send it to the Ministry of Natural Resources and Environment for appraisal; urgently complete and submit it to competent authorities for approval to ensure timeliness, feasibility, consistency and synchronization in accordance with the provisions of land law and planning law; organize land inventory in 2024 in accordance with the provisions of law.
Timely commend or propose to competent authorities to commend appropriately to recognize and encourage organizations, individuals, and functional forces with outstanding achievements and spirit of serving the people during the Lunar New Year of Giap Thin.
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities with expressways passing through or being the managing agencies of projects assigned by the Government to be responsible for supplementing human resources, resolutely directing agencies and units to accelerate site clearance work according to the progress required by the Government and the Prime Minister and focus on building resettlement areas to stabilize people's lives; coordinate with the Vietnam Electricity Group to complete the plan and organize the relocation of high-voltage power lines. For localities that are still behind on expressway projects, complete the handover of all sites in the first quarter of 2024.
Coordinate with investors and contractors to complete mineral exploitation procedures for common construction material mines according to the specific mechanism stipulated in the Resolution of the National Assembly and the Government, meeting the construction progress; participate with investors and contractors in working and negotiating with owners on transfer prices and land leases to ensure compliance with the compensation price level prescribed by the State; absolutely prohibit speculation, price increases, and "price pressure". In case of detecting any individuals or organizations violating the law, the competent authorities will strictly handle them according to the law; use sanctions to handle cases of intentional price increases, "price pressure", and land speculation in the mine area.
Localities with sources of foundation materials for expressway projects shall direct relevant departments, branches and sectors to closely coordinate with investors and contractors to implement procedures for handing over mines to contractors for exploitation to ensure reserves and exploitation capacity meet requirements; provide maximum support to investors and contractors in accessing and surveying sand mines (river sand, sea sand) in the area.
For the Can Tho - Ca Mau section project of the North-South Expressway Project in the Eastern phase 2021 - 2025, the People's Committees of An Giang, Dong Thap, and Vinh Long provinces are requested to urgently issue "Confirmation" according to the instructions of the Ministry of Natural Resources and Environment for 05 mines (An Giang province) where the contractor has submitted documents to complete the procedures for tax and fee payment obligations and can exploit before February 20, 2024; support contractors to exploit the maximum operating capacity of equipment, vehicles and exploitation time during the day to ensure exploitation output, and at the same time, based on the actual exploitation situation of the granted mines, review the approved environmental impact assessment content to consider and have a plan to adjust and increase the exploitation capacity of the granted mines (if eligible); Review the mines in operation and new mine areas in the area (especially An Giang and Vinh Long provinces), prioritize mines that have been extended and increased capacity to supply the project and assign new mines to contractors to carry out exploitation procedures, ensuring sufficient capacity to provide the construction site with the amount of sand assigned by the Prime Minister by June 30, 2024; direct agencies and units to shorten the time to carry out procedures to be able to exploit before March 20, 2024.
The People's Committees of Tra Vinh and Soc Trang provinces directed relevant departments, branches and sectors to closely coordinate with the Ministry of Natural Resources and Environment, investors and contractors to implement procedures for handing over sea sand mines to contractors for exploitation according to the specific mechanisms stated in the Resolutions of the National Assembly and the Government.
The Prime Minister also urged specific tasks for each Ministry. In particular, the Ministry of Planning and Investment was assigned to preside over and coordinate with agencies and localities to monitor the progress, urge and promote the implementation of disbursement by ministries, central agencies and localities, promptly report to the Government and the Prime Minister to issue comprehensive and timely solutions to flexibly and effectively manage the 2024 public investment plan. Based on the proposals of ministries, agencies and localities, review, synthesize and report to the Prime Minister in February 2024 on the extension of the capital allocation period for projects assigned to the Medium-term Public Investment Plan for the period 2021 - 2025, ensuring compliance with regulations.
The Ministry of Finance shall preside over and coordinate with agencies and localities to implement a reasonable, focused and key expansionary fiscal policy. Focus on effectively implementing the financial and state budget tasks in 2024; strictly manage revenue sources; thoroughly save expenditures, especially regular expenditures and non-urgent expenditures according to Resolution No. 01/NQ-CP of the Government and Directive No. 01/CT-TTg of the Prime Minister; propose a plan to use the increased central budget revenue in 2023 in accordance with the provisions of the State Budget Law and the directions of the Government and the Prime Minister.
Coordinate with the Ministry of Labor, War Invalids and Social Affairs, relevant agencies and localities to review and implement the issuance of rice from national reserves to support people during the crop gap in early 2024, ensuring timeliness and compliance with regulations.
Direct the State Treasury to make payments for completed volumes to investors, promote payments via the State Treasury's online public services; be open and transparent in the process of processing documents, ensure smooth and continuous transactions, and avoid backlogs of payment documents without clear reasons and incurring costs for investors.
Preside over and coordinate with the State Bank of Vietnam and the Ministry of Planning and Investment to promptly resolve problems in their respective fields to meet the criteria for upgrading the stock market from frontier to emerging market, and report to the Prime Minister on the implementation results before June 30, 2024.
The State Bank of Vietnam shall preside over and coordinate with agencies and localities to proactively, flexibly, promptly and effectively manage monetary policies, coordinate synchronously, closely and harmoniously with a reasonable, focused and key expansionary fiscal policy and other policies to contribute to stabilizing the macro-economy, promoting growth, controlling inflation, stabilizing the money and foreign exchange markets and the banking system. Operate interest rates in accordance with macroeconomic balance, inflation and monetary policy targets; continue to strive to reduce lending interest rates. Urgently summarize Decree No. 24/2012/ND-CP dated April 3, 2012 on the management of gold trading activities; propose solutions to effectively manage the gold market in the new situation, to be completed in the first quarter of 2024.
Manage credit growth in 2024 at around 15%, with adjustments in line with macroeconomic developments, inflation and meeting capital needs for the economy. Continue to direct credit institutions to review and simplify procedures, loan applications, and collateral, creating favorable conditions for access to bank credit, lowering lending interest rates, ensuring safe and effective lending activities, contributing to limiting "black credit".
Continue to implement solutions to deploy credit programs of 120 trillion VND for loans to develop social housing, workers' housing, and renovate and rebuild old apartment buildings; 15 trillion VND for the forestry and fishery sectors.
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to focus on promoting and putting into operation industrial production projects to serve export and domestic consumption. Urge the Vietnam Oil and Gas Group and oil and gas contractors to carry out oil and gas exploration and exploitation activities in 2024 according to the approved plan; the Vietnam National Coal and Mineral Industries Group shall increase domestic exploitation output to meet electricity production requirements. Continue to direct the Vietnam Electricity Group to speed up procedures and relocate high-voltage power lines to meet the construction progress of transport projects; focus on removing difficulties and striving to put power grid projects into operation soon in 2024, especially the 500Kv line 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen); direct the safe and effective operation of the power transmission system, ensuring sufficient electricity supply for production, business and people's daily life.
Closely monitor the supply and demand of goods, especially essential goods and gasoline, to proactively have plans to ensure balance between supply and demand, to avoid shortages and market instability. Direct market management forces to strengthen the fight against trade fraud, production and trading of counterfeit and fake goods, and strictly handle according to regulations.
Continue to coordinate with the People's Committees of the Northern border provinces to closely monitor the import and export situation of goods at border gates, promptly take appropriate solutions to avoid congestion of goods; closely and regularly coordinate with ministries, agencies, associations, shipping lines, and enterprises to grasp the situation of international freight transport through the Red Sea region, propose solutions to minimize transportation costs, ensure unhindered export flows and increase resilience to fluctuations in the international business environment.
The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to closely monitor weather developments to promptly warn, direct and guide localities to have appropriate agricultural production and business plans, ensure irrigation water, supplies and input materials; and successfully complete the Winter-Spring rice crop production plan.
Regularly and proactively direct the work of quality management, ensuring food safety and hygiene of agricultural, forestry and fishery products. Actively support localities in connecting and consuming agricultural, forestry and fishery products.
The Ministry of Transport shall preside over and coordinate with agencies and localities to direct the arrangement of sufficient means of transport to meet people's post-Tet travel needs; improve the quality of passenger transport services, minimize delays and cancellations in air transport; and absolutely not let passengers return to work or study without means of transport.
Effectively deploy solutions to control and reduce traffic accidents and congestion, proactively organize traffic, divert traffic from a distance, release toll stations (open barriers) to clear vehicles when traffic congestion occurs, especially on routes connecting Hanoi, Ho Chi Minh City and major traffic hubs; require transport units to comply with traffic rules, prevent accidents on steep mountain passes and at railway crossings; strengthen inspection and strictly handle violations that cause traffic accidents.
Direct the Investor to request contractors to coordinate with localities to promptly complete procedures for mine handover to ensure reserves and capacity to be able to exploit for the construction of the North-South Eastern Expressway project in the 2021-2025 period to meet the required schedule. Implement the plan for maintenance, repair, and traffic safety improvement of the traffic infrastructure network; review and handle black spots with potential traffic accidents; review and install additional and upgrade anti-glare barriers on National Highway 1A, key national highways, and expressways.
Strengthen inspection and urge investors to direct contractors to concentrate resources and organize construction in "3 shifts, 4 teams" to ensure the completion of 2 component projects of Dien Chau - Bai Vot and Cam Lam - Vinh Hao sections according to the schedule required by the Prime Minister; urge contractors to implement the construction of component projects of the North - South expressway in the 2021 - 2025 period, Khanh Hoa - Buon Ma Thuot and Bien Hoa - Vung Tau according to the set plan.
Closely coordinate with competent authorities, competent agencies, and localities to speed up investment preparation progress, and soon start construction of key inter-regional projects such as the Hoa Binh - Moc Chau, Ninh Binh - Hai Phong, Gia Nghia - Chon Thanh, Ho Chi Minh City - Chon Thanh, Ho Chi Minh City - Moc Bai, Dau Giay - Tan Phu, Tan Phu - Bao Loc, Bao Loc - Lien Khuong expressways.
Report to the Prime Minister in February 2024 the results of the pilot evaluation of using sea sand as roadbed material, clearly concluding that the use of sea sand meets the technical requirements for expressways to propose replication for key and important national transport projects, especially in the Mekong Delta region.
The Ministry of Construction shall preside over and coordinate with agencies and localities to urgently organize a National Conference on social housing in February 2024; focus resources on completing and ensuring quality and progress as required for documents guiding the Law on Housing (amended) and the Law on Real Estate Business (amended); promptly provide guidance on methods for determining material prices at mines exploited under specific mechanisms so that localities can announce prices as a basis for investors to approve payment prices to contractors.
The Ministry of Natural Resources and Environment shall preside over and coordinate with relevant agencies to strengthen monitoring, forecasting, and warning of hydrometeorology, promptly provide information for planning and production organization; guide and direct the inspection of environmental protection work at festivals and tourist sites. Direct localities and reservoir owners to implement the inter-reservoir operation process, ensuring optimal and effective exploitation of water resources for production and daily life, and proactively reserve water for the peak months of the dry season.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with agencies and localities to actively and proactively direct the organization of cultural and artistic activities, traditional and folk festivals right after the Lunar New Year of Giap Thin, ensuring safety, civilization, and promoting national cultural identity; promptly rectify and strictly handle violations according to the direction of the Prime Minister in Official Dispatch No. 10/CD-TTg dated January 29, 2024, especially violations in collecting and managing donation money and burning votive paper (if any). Strengthen the management of destinations, guide tourism service businesses to implement measures to ensure safety for tourists and people. Require accommodation establishments and food and beverage businesses serving tourists to propagate and mobilize tourists to strictly implement "Do not drive after drinking alcohol".
The Ministry of Health shall preside over and coordinate with agencies and localities to focus on implementing measures to prevent and control epidemics, especially respiratory diseases and dangerous and emerging infectious diseases. Direct medical facilities to proactively develop and implement plans to ensure adequate medicines, supplies and medical equipment for epidemic prevention and control and medical examination and treatment.
The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with agencies and localities to closely monitor developments in the labor market, promptly grasp the labor and employment situation after the Tet holiday at enterprises, especially in industrial parks, to have solutions to attract workers to return to work, support enterprises to overcome local labor shortages, and meet the human resource needs for production and business of enterprises.
The Ministry of Education and Training shall preside over and coordinate with localities and relevant agencies to direct and guide educational and training institutions to focus on implementing the 2023-2024 school year plan well; mobilize families in remote areas to bring their children back to educational and training institutions after the Tet holiday.
The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to preside over and coordinate with the Ministry of Culture, Sports and Tourism to strengthen state management of beliefs, religions and festivals, ensuring that belief and religious activities in the 2024 Spring Festivals comply with legal regulations, are civilized, safe, healthy, economical, and in line with national cultural traditions.
In coordination with the Central Committee of the Vietnam Fatherland Front, the Ministry of Labor, War Invalids and Social Affairs launched the emulation movement "Eliminate temporary and dilapidated houses" from now until 2025; preside over and coordinate with the Ethnic Committee to advise on the Plan to launch the emulation movement "The whole country joins hands to develop the socio-economy of ethnic minority and mountainous areas" for the period 2023 - 2030.

Perform well the state management of security and order, focusing on ensuring traffic order and safety, closely coordinate with the transport sector to have plans to divide, regulate and limit traffic congestion in major cities and key traffic routes; strictly handle violations that are direct causes of traffic accidents, especially violations of alcohol concentration. Proactively deploy plans to prevent and fight fires, explosions, and rescue at festival venues and crowded places.
The Ministry of National Defense shall preside over and coordinate with relevant ministries and agencies to closely monitor and manage border routes, increase patrols and controls, promptly detect, prevent, and strictly handle violations of entry and exit regulations.
The Ethnic Committee shall preside over and coordinate with agencies and localities to strengthen their grasp of the living conditions and socio-economic situation of ethnic minorities and mountainous areas after Tet, promptly advise and propose support for poor and disadvantaged households, and households in areas affected by natural disasters, during the months between crops after Tet to stabilize their lives and prevent hunger.
The Ministry of Information and Communications shall preside over and coordinate with the Central Propaganda Department, relevant agencies and localities to direct press, media, publishing agencies and grassroots information systems to focus on promoting information and propaganda work right from the beginning of the year, creating a joyful and exciting atmosphere in labor, production, work and study; encourage people and businesses to join hands, be unanimous, and strive to successfully implement the socio-economic development targets and tasks in 2024; promote the beauty of national cultural traditions, encourage activities to implement Uncle Ho's teachings "Spring is the season for tree planting"; effectively fight and refute bad, toxic and untrue information on cyberspace, defeat the plots and sabotage tricks of hostile forces, and strictly handle violations. Develop a plan to further accelerate the digital transformation process.
Vietnam Television, Voice of Vietnam, Vietnam News Agency, and the Government Electronic Information Portal develop specific plans to continue promoting monthly and quarterly propaganda on the implementation of key tasks and solutions in directing and implementing the 2024 socio-economic development plan; the atmosphere of launching the implementation of tasks at the beginning of the new year of ministries, agencies, and localities; proactively combat and refute bad, toxic, negative, and untrue information; contribute to creating consensus and strengthening people's trust. Promote information and propaganda to promote the national image, traditional beauty, and humanistic values of Vietnam, propagate and popularize new models, good practices, and typical examples to arouse national spirit and pride, inspire and create trust for people and businesses at home and abroad. Officials, civil servants, public employees, and workers in state administrative agencies, relevant agencies, and organizations must promptly resolve and handle work from the first working day, especially backlog and delayed work due to Tet holidays; strictly implement administrative discipline and labor discipline; do not organize spring outings or New Year greetings that affect work time and efficiency. Absolutely do not attend festivals during working hours; do not use state budget, means, and public assets against regulations for festival activities, entertainment, etc.; leaders of ministries, agencies, and localities must not attend festivals unless assigned by competent authorities.
