Through the survey, the Culture - Social Committee of Hai Duong Provincial People's Council proposed not to support 5 schools with 22 classrooms in the proposal of the Provincial People's Committee because it did not ensure the support target and construction investment requirements.

On the morning of November 6, at the 18th Session, delegates of the Hai Duong Provincial People's Council discussed the number of supported classrooms after listening to the submission and review report on funding support for the construction of missing classrooms at public preschools, primary schools, and secondary schools in the province for the period 2023-2025.

According to the report presented by Director of the Department of Education and Training Luong Van Viet at the meeting, the People's Committee of Hai Duong province proposed that the Provincial People's Council approve an investment of more than 320 billion VND to build 383 classrooms.

Presenting the inspection report, Head of the Culture - Social Committee of Hai Duong Provincial People's Council Nguyen Thi Huong said that through a survey by the Standing Committee of the Provincial People's Council at a number of educational institutions, there were 5 schools with 22 classrooms that did not meet the support goals and requirements for investment and construction.

Specifically, Ke Sat Kindergarten (Binh Giang) has a policy to move to a new location, proposing 5 rooms. Co Bi Primary School (in the same Binh Giang district) has built, proposing 4 rooms. Lien Hong Kindergarten (Hai Duong city) has met level 2 standards, proposing 3 rooms. Tu Minh Secondary School (Hai Duong city) has met level 2 standards, proposing 6 rooms. Lac Long Secondary School (Kinh Mon) has met level 2 standards, has no more land to build, proposing 4 rooms. The Provincial People's Council's Culture and Social Affairs Committee proposed the meeting to discuss, consider, and decide not to support these 5 schools.

Comrade Luong Van Viet, Provincial Party Committee member, Director of the Department of Education and Training of Hai Duong spoke and explained about 5 cases that the Provincial People's Council's Committee on Culture and Society proposed not to support.

Moderating the discussion, Vice Chairwoman of Hai Duong Provincial People's Council Nguyen Thi Ngoc Bich proposed to review so that phase 1 prioritizes support for seriously degraded and missing classrooms, and temporarily not support schools that meet level 2 standards.

Explaining this issue, Director of the Department of Education and Training Luong Van Viet said that the demand for classrooms in the province is currently very large but the proposed number has not yet met all of them. When requesting support, localities have committed to ensuring investment conditions. Lien Hong Kindergarten (Hai Duong City) has met level 2 standards since 2019 but still lacks classrooms due to a sharp increase in students. Ke Sat Kindergarten (Binh Giang) currently lacks 5 classrooms, the district budget is difficult and the need is urgent, so the request for support from the provincial budget is appropriate. Co Bi Primary School (in the same Binh Giang district) currently lacks 6 classrooms, it is proposed that the province invest in 4 classrooms, the district budget supports the remaining 2 classrooms. Lac Long Secondary School (Kinh Mon town) has just expanded its large land fund but lacks classrooms, it is proposed to build additional classrooms. Tu Minh Secondary School (Hai Duong City) has a sharp increase in the number of students due to the increase in mechanical population, located in an area with many developing businesses in Hai Duong City. The Director of the Department of Education and Training of Hai Duong proposed that the Provincial People's Council consider support.

Comrade Trinh Thuy Nga, Head of the Economic - Budget Committee of Hai Duong Provincial People's Council, provided more information about 2 cases in Binh Giang district through actual surveys.

Defending the view that 22 classrooms of 5 schools have not been supported, Head of the Culture - Social Committee of the Provincial People's Council Nguyen Thi Huong said that the Standing Committee of the Provincial People's Council has directly surveyed and pointed out the 5 cases mentioned above. Currently, there is a great need to build classrooms, but the report of the Provincial People's Committee has not clearly stated the urgency. When reviewing specifically in some schools, it shows that investment conditions have not been ensured, not the most urgent, and the most seriously degraded. Meanwhile, at this stage, support must be given to the most urgent cases, with priority given when the need in the province is still high.

Directly surveying 2/5 schools that were proposed by the Culture - Social Committee of the Hai Duong Provincial People's Council not to receive support, comrade Trinh Thuy Nga, Head of the Economic - Budget Committee of the Provincial People's Council, said that the Ke Sat Town Kindergarten (Binh Giang) is cramped, if it is invested in 5 classrooms, it will not be qualified while the school plans to move to a new location. The province's project only supports classrooms on site, there are many schools planning to move. Co Bi Primary School is building 8 classrooms with investment sources but wants support to pay for the classrooms that have been built.

Participating in the discussion, Head of the Legal Committee of the Provincial People's Council Bui Hoc Anh gave his opinion on 3 schools in the proposal of the Cultural - Social Committee of the Provincial People's Council. Lien Hong Kindergarten (Hai Duong City) has reached level 2 standards, proposed to build 3 rooms but in reality there is no more land for construction. If construction is carried out, another area must be demolished to build on top. Lac Long Secondary School (Kinh Mon) has also reached level 2 and has no more land for construction, the basic construction debt of Lac Long commune is relatively large, so it is proposed not to support. Tu Minh Secondary School (Hai Duong City) proposed to build 6 new rooms, which is not included in the implementation principles in the project, so comrade Bui Hoc Anh agreed with the proposal of the Cultural - Social Committee of the Provincial People's Council.

After listening to the delegates' discussion, Ms. Nguyen Thi Ngoc Bich, Standing Vice Chairwoman of the Hai Duong Provincial People's Council, said that the Standing Committee of the Provincial People's Council agreed to submit to the Provincial People's Council for consideration a plan to support 361 classrooms. With 5 schools still having many concerns, the Standing Committee of the Provincial People's Council assigned the Provincial People's Council's Culture and Social Affairs Committee to continue to consider and proposed that the Provincial People's Committee assign the Department of Education and Training to review. If qualified, within 10 days, the chair will sign and issue a resolution or submit it to the Provincial People's Council for consideration at the next sessions.

Delegates of Hai Duong Provincial People's Council also agreed with the above plan.
