Review of Hai Duong province planning documents

The planning dossier of Hai Duong province for the period 2021-2030, with a vision to 2050, includes 8 components. These are the draft submission of the Provincial People's Committee on the approval of the provincial planning; the draft decision of the Prime Minister approving the provincial planning; the provincial planning report (including the synthesis report and summary report); the strategic environmental assessment report; the report synthesizing comments from agencies, organizations, communities and individuals on the planning, copies of comments from ministries, ministerial-level agencies and relevant localities, reports explaining and accepting comments on the planning; planning appraisal report, copies of comments from experts, socio-professional organizations and other relevant organizations; reports explaining and accepting comments; a system of diagrams, maps and planning database.

According to the planning report, by 2030 Hai Duong strives to become a modern industrial province, a dynamic industrial center of the Red River Delta, with a large economic scale in the country. Synchronous economic and social infrastructure; urban system develops in a green, smart, modern, and unique direction; achieving a number of basic criteria of a centrally-run city. Vision to 2050, Hai Duong strives to become a civilized, modern centrally-run city, rich in Eastern cultural identity and an important driving force to promote the socio-economic development of the Red River Delta. To be a modern, green, smart, secure, safe, sustainable and deeply internationally integrated urban area. Develop high-tech industry and high-quality services to serve production activities in the locality and the whole region; develop multi-value agricultural economy to create stability for the economy.

Hai Duong identifies development breakthroughs based on five main pillars, including: high-tech industry and supporting industry; high-quality services; green, modern, smart urban areas; high-tech agricultural products and organic agriculture; ensuring social security and environmental protection. At the same time, three supporting platforms are built. These are the culture and people of the East - developing high-quality human resources and healthy cultural life and environment; open and transparent investment and business environment; digital economy, science and technology, synchronous and modern infrastructure. The province will form four spatial development axes: the North-South development axis; the East-West development axis of the provincial center; the East-West development axis passing through the northern part of the province; and the economic development axis along the rivers.
