The Culture - Social Committee of Hai Duong Provincial People's Council proposed to review the number of classrooms lacking and needing support for construction.
On the morning of October 31, the Culture - Social Affairs Committee of the Hai Duong Provincial People's Council reviewed the proposal to adjust the subjects and capital structure to implement the Project on Construction and Supplementation of Classrooms in Educational Institutions in the Province for the period 2023 - 2025. This proposal is expected to be presented at the 18th Session of the 17th Provincial People's Council on November 6 (special session).
Reviewing the draft report and resolution on the construction of additional classrooms, some members of the Culture and Social Committee of the Hai Duong Provincial People's Council still had concerns about the number of classrooms proposed for support, the criteria for determining classrooms in need, the urgency of support, etc.
Comrade Nguyen Khac Toan, Vice Chairman of the People's Council of Hai Duong province, said that through a survey by the Standing Committee of the People's Council of the province, there are still many places in the province where students have to study in temporary or borrowed classrooms that are seriously degraded and potentially dangerous. He suggested reviewing the number of classrooms that need support for construction, prioritizing areas that are lacking or degraded.
He also requested the Provincial People's Committee and relevant sectors to learn from experience in state management of public investment and review carefully so that when allocating support to the district level, it will be implemented correctly and without any violations. The Department of Construction will inspect and examine units that build classrooms that do not meet standards.
According to the draft proposal, the Provincial People's Committee proposed support for the construction of 383 classrooms. Of which, the provincial budget supports 55% of the construction costs at kindergartens and secondary schools, while the district level ensures 45%. Primary schools are supported 100% by the provincial budget.
Speaking at the meeting, Head of the Culture - Social Committee of the Provincial People's Council Nguyen Thi Huong requested the Department of Education and Training to supplement the assessment, specific and detailed analysis of the current situation, and the basis for proposing the number of classrooms to be supported for construction in the submission. At the same time, review and advise the Provincial People's Committee to unify the data.
