On February 5, Hanoi City Police urgently arrested 7 subjects for their acts of protection and property extortion at Long Bien market area (Hanoi).

According to investigation documents from the statements of 28 victims, who are small traders and drivers transporting goods to the Long Bien market area, they will have to contact the group and pay money to ask for a place to sell goods.

The group encroached on Hong Ha Street, in Phuc Xa Ward (Ba Dinh, Hanoi), next to Long Bien Market, creating an area right outside the market gate, thereby establishing a separate area and providing protection there.

The vendors are forced to accept the arrangement and pay the money as requested by the group to be allowed to sell. If they do not pay, they will not be allowed to sell and will be kicked out of the market. According to Hanoi City Police, on average, the group collects 10-30 million VND per day, and 400-500 million VND per month, equivalent to about 5-6 billion VND per year.

The collection of money does not have invoices or documents. Meanwhile, the trading area is on the sidewalk, not licensed, not under the management of Long Bien Market Management Board. Vendors must pay according to the levels imposed by the subject, no negotiation is allowed.

Currently, Hanoi City Police are continuing to investigate and clarify, to handle in accordance with the provisions of law.
