On September 20, the Lam Dong Provincial Police Investigation Agency (PC01) announced that it had prosecuted and detained Pham Thi Minh Phi (37 years old, living in Ward 9, Da Lat City) for "fraudulent appropriation of property". Ms. Phi is the owner of a series of Moc Hoa spa facilities and is a volunteer beauty queen of the Miss Vietnam Businesswoman contest held in Da Nang in 2022.
In the above mentioned contest, Ms. Phi was evaluated as an outstanding contestant with community projects, helping difficult circumstances in society. After the contest, she held the position of General Director of Moc Hoa Trading and Service Company Limited (Moc Hoa Spa) with a series of Moc Hoa Spa facilities in Hue, Da Nang, Da Lat...
According to Lam Dong Provincial Police, in February 2022, Pham Thi Minh Phi learned about the information of two plots of land in Cong Troi village (Me Linh commune, Lam Ha district, Lam Dong province).
On October 30, 2022, Mr. NND (residing in Da Lat City) called this charity beauty queen to ask if she had any business fields to invest in to make a profit. At that time, Phi needed money to pay off debt, so he came up with the idea of giving out false information to get Mr. D's money to pay off the debt.

On October 31, 2022, Phi texted Mr. D. saying that he was negotiating to buy two adjacent plots of land with a total area of 1.7 hectares for 22 billion VND, with a deposit of 3 billion VND. Phi had found a buyer (third party) for these two plots of land for 23.6 billion VND. Once enough deposit was made, the land would be transferred to the third party for 23.6 billion VND, with a profit of 1.6 billion VND after two weeks.
To make Mr. D. and his wife trust him, Phi sent the original images of the two land titles for Mr. D. to see. Mr. D. and his wife decided to contribute 1.8 billion VND, and Phi contributed 1.2 billion VND as a deposit to buy the land.
Because of their trust in Phi, Mr. D. and his wife did not go to see the land in person or check the legal information of the two plots of land. After receiving a portion of the money from Mr. D. (1 billion VND), this charity beauty queen forged many documents and contracts so that Mr. D. believed them to be real and transferred the full amount as promised.
In fact, after receiving the amount of 1.8 billion VND, Phi did not use it to deposit to buy land as above but used it to pay off debts for others. Since then, Phi has not returned the amount of 1.8 billion VND to Mr. D..
According to PC01 of Lam Dong Province Police, many people have accused Pham Thi Minh Phi of being scammed by this charity beauty queen. Lam Dong Province Police called on Phi’s victims to contact PC01 for resolution.
