On the afternoon of April 14, at the Party Central Committee headquarters, right after the official welcoming ceremony, General Secretary To Lam held talks with Comrade Xi Jinping, General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China.
General Secretary To Lam warmly welcomed General Secretary and President of China Xi Jinping leading a high-ranking Chinese delegation to pay a State visit to Vietnam, right on the occasion of the Vietnam-China Humanitarian Exchange Year, marking the 75th anniversary of the establishment of diplomatic relations between the two countries. General Secretary To Lam believes that the visit will become a new milestone in the history of friendship between the two Parties, two countries and two peoples, contributing to further deepening the Comprehensive Strategic Cooperative Partnership, promoting the building of the Vietnam-China Community of Shared Future of strategic significance.
General Secretary and President of China Xi Jinping expressed his pleasure in visiting Vietnam - the "brotherly comrade" country - again after just over a year and on the occasion of Vietnam's solemn celebration of the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the founding of the country and the 50th anniversary of the liberation of the South and national reunification; said that choosing Vietnam as the first destination of his first overseas trip this year fully demonstrated the great importance that the Chinese Party and State attach to the China-Vietnam relationship and the deep affection between the two countries; affirmed that through the visit, he is ready to discuss in depth with General Secretary To Lam and key Vietnamese leaders on directions and measures to consolidate the tradition of friendship, determine the vision for building a China-Vietnam Community of Shared Future of strategic significance in the direction of "6 more", together moving forward steadily, contributing to the human community.
As comrades and brothers, on the path of socialist modernization of each country, China and Vietnam unite and cooperate, move forward together, seek happiness for the people of the two countries and contribute more to the cause of human progress.

General Secretary and President of China Xi Jinping said that under the leadership of the Party and State of Vietnam, in recent years, Vietnam's socio-political situation has remained stable, the Doi Moi process has achieved many outstanding achievements, and its international position has been constantly enhanced. As a friendly neighbor, China is very pleased and respectfully congratulates Vietnam on this. Comrade Xi Jinping also highly appreciated the great achievements and important results of the strong reform measures implemented by the Party and State of Vietnam in recent times, and believes that under the leadership of the Central Committee of the Communist Party of Vietnam headed by General Secretary To Lam, the Vietnamese people will certainly successfully achieve the set goals and tasks, bringing the country steadily into a new era of development.
General Secretary and President Xi Jinping said that China recently held a Central Conference on Neighborhood Work. The conference emphasized the vision of building “five big houses” (peace, security, prosperity, beauty, friendship) with neighbors according to the motto of harmony with neighbors, stability with neighbors, enrichment with neighbors, and friendliness, sincerity, mutual benefit, and inclusiveness. In that spirit, Comrade Xi Jinping affirmed that China persists in its policy of friendship with Vietnam, always considers Vietnam a priority direction in its neighborly diplomacy, and always supports Vietnam’s prosperous development and people’s happiness.
In a warm, friendly, sincere and frank atmosphere, the two leaders had in-depth discussions on the situation of each Party and each country, the relationship between the two Parties and countries, and regional and international issues of mutual concern. The two sides agreed that the relationship between the two Parties and countries has recently made many remarkable developments in the direction of "6 more", high-level and all-level strategic exchanges have taken place closely, substantive cooperation in many fields has made much progress, especially economic and trade cooperation has grown positively; the foundation of friendship has been further consolidated, with many bright spots in tourism, education, cultural cooperation, and local exchanges; the two sides have cooperated well in multilateral mechanisms, maintaining exchanges on existing issues in a spirit of sincerity and openness.
Regarding the direction for developing relations between the two Parties and countries in the coming time, the two sides agreed to maintain regular high-level exchanges, upgrade the Strategic Dialogue mechanism between the Ministries of Foreign Affairs - National Defense - Public Security to the ministerial level; strengthen substantive cooperation in various fields, establish a Railway Cooperation Committee between the two Governments to promote railway cooperation; well organize activities of the "China - Vietnam Year of Humanitarian Exchange 2025", consolidate the social foundation; coordinate more closely multilaterally; control and satisfactorily resolve disagreements.
General Secretary To Lam suggested that the two sides maintain regular strategic exchanges, strengthen cooperation between the two Parties and in key areas, especially diplomacy, defense and security; promote strategic transport infrastructure connectivity, provide the best incentives for preferential loans, technology transfer and human resource training, and make the greatest efforts in implementation to ensure the progress of the Lao Cai - Hanoi - Hai Phong railway project. The General Secretary suggested that the two sides promote cooperation in digital transformation and science and technology to become a new "bright spot" in Vietnam - China relations, strengthen cooperation in key technology areas; promote more balanced trade, higher quality investment, focus on implementing large and typical projects and works in Vietnam, and support Hanoi and major cities in solving air pollution problems.
General Secretary To Lam also hopes that the two sides will consolidate a solid social foundation, step up propaganda and education among all classes of people, especially the young generation of the two countries, about the fine tradition of Vietnam-China friendship; organize a Theoretical Workshop between the two Parties this year; promote cooperation in the field of education, especially training high-quality human resources in all fields, including basic sciences and new strategic high-tech industries, effectively serving the process of building a new quality production force; and encourage more and more tourists to travel to the other country.
Appreciating and approving the proposals of General Secretary To Lam, General Secretary and President Xi Jinping suggested that the two sides persistently deepen strategic trust, deepen exchanges of experience in national governance, enrich socialist theory and practice, and firmly promote the socialist cause of the two countries; effectively carry out cooperation connecting the “Belt and Road” Initiative with the “Two Corridors, One Belt” Framework; welcome more Vietnamese goods to be exported to the vast Chinese market, and encourage more Chinese enterprises to invest in Vietnam; strengthen cooperation in production chains and supply chains, expand cooperation in high-tech fields such as 5G, artificial intelligence, the Internet of Things, semiconductors, green development, and turn scientific and technological innovations into real productive forces; carry out rich and diverse cultural exchanges, organize friendly exchange activities, and better tell the story of friendship between the two peoples. Over the next three years, China will invite Vietnamese youth to participate in the Red Journey to study the revolutionary history of the two countries.
Discussing cooperation at multilateral forums, General Secretary and President of China Xi Jinping hopes that the two sides will strengthen judicial cooperation and law enforcement within the framework of Mekong-Lancang cooperation.
The two sides' senior leaders agreed to direct sectors and levels to actively seek effective methods and measures to satisfactorily resolve disagreements, promote cooperation in line with the new level of Vietnam-China relations on the basis of international law; strictly comply with the consensus between ASEAN and China in implementing the DOC and promote the achievement of a substantive and effective COC in accordance with international law and the 1982 United Nations Convention on the Law of the Sea.
After the talks, the two General Secretaries reviewed and listened to an introduction to 45 cooperation agreements in many fields signed between ministries, sectors and localities of the two countries, demonstrating the rich and comprehensive achievements that both sides achieved during this visit.
On the same evening, General Secretary To Lam and President Luong Cuong held a solemn reception to welcome General Secretary and President of China Xi Jinping on a state visit to Vietnam.
