On April 14, the Politburo issued Directive No. 45-CT/TW on Party Congresses at all levels towards the 14th National Congress of the Party.

Grassroots congresses completed before June 30

According to the directive, the congress of party members or congresses of delegates at the grassroots level shall not exceed 2 days and shall be completed before June 30, 2025. The congresses of delegates of the directly superior grassroots party committees and party committees of communes, wards and special zones shall not exceed 2 days and shall be completed before August 31, 2025.

The congress of the Central Party Committee shall not exceed 4 days (for places where the congress is held with 2 contents, the time may be shorter), to be completed before October 31, 2025.

The preparatory meeting time is included in the congress time, for direct superiors at the grassroots level and above, it does not exceed 1/2 day.

Time to calculate age to join the Party Committee

In this directive, regarding personnel preparation and election of Party Committees, the Politburo requires that the selection and introduction of Party Committee personnel for the new term must thoroughly grasp Resolution No. 26-NQ/TW, dated May 19, 2018 of the 12th Party Central Committee; the cadre standards stated in Regulation No. 89-QD/TW, dated August 4, 2017, Regulation No. 214-QD/TW, dated January 2, 2020 of the 12th Politburo and Party regulations and State laws. Party Committees at all levels shall base on the general requirements and standards stated in this directive to specify them in accordance with the situation and characteristics at their level according to regulations.

Regarding the time to calculate the age of participation in Party committees, authorities, and the Vietnam Fatherland Front (including socio-political organizations) as follows: The time to calculate the age of participation in Party committees (the time to start organizing Party congresses at each level) at the grassroots level is April 2025; at the level directly above the grassroots level (including Party committees directly under the Central Public Security Party Committee) is June 2025; Party committees of communes, wards, and special zones directly under the provincial level is July 2025; at the level directly under the Central Government is September 2025.

The time to calculate the age to participate in the leadership positions of the People's Council, People's Committee, and National Assembly delegation is March 2026. The time to calculate the age to participate in the leadership position of the Fatherland Front (including socio-political organizations) is the time of congresses at all levels of each organization.

Comrades who are participating in the Party Committee, government, and Fatherland Front (including socio-political organizations) for the first time must have at least one full term of service remaining at the time of the Party Congress at each level, the election time, or the congress of each organization according to the above regulations.

Comrades nominated for re-election to the Party Committee must have at least 48 months of remaining service at the time of the Party Congress at each level. In special cases, personnel who are deputy secretaries of the Provincial Party Committee or City Party Committee must have at least 42 months of remaining service. Cadres who are re-elected to the Party Committee may be re-elected to leadership positions in the government and the Fatherland Front (including socio-political organizations) but must have at least 36 months of remaining service at the time of the election or congress of each organization. The time of the election or congress of each organization is according to the above regulations.

Regarding the age for re-election of inspection committees at all levels, the Politburo assigned the Central Inspection Committee to specify and provide guidance in the direction of increasing the minimum time for re-election of inspection committees from 24 months to 42 months (an increase of 18 months compared to current regulations), ensuring consistency and consistency with the age for re-election of Party committees according to regulations of the Politburo.

The Politburo requires that the Party Committee structure must ensure the direct and comprehensive leadership of the Party Committee over important areas and fields; attach importance to quality, not lowering standards for the sake of structure; implement the policy that it is not necessary for every locality, department, or branch to have people participating in the Party Committee; unify the positions with "rigid" structures to participate in the Standing Committee, the remaining positions are decided by the Party Committee according to the requirements of political tasks and the situation of the cadre team of the locality and unit.

Personnel preparation needs to harmoniously combine local human resources with the mobilization and rotation of cadres from other places. Localities and units that have a Party Committee structure but have not yet prepared local personnel, the immediate superior Party Committee shall consider and mobilize personnel from other places who meet the standards, conditions, and requirements of the political tasks of the locality or unit to introduce, appoint to join the Party Committee or supplement after the congress.

Basically, the arrangement of the Party Committee Secretary (Deputy Secretary) concurrently being the Chairman of the People's Council at the provincial and communal levels is implemented. Each comrade in the Standing Committee of the Provincial Party Committee basically does not hold more than 2 positions in the provincial leadership positions.,City: Secretary, Deputy Secretary, Chairman of People's Council, Chairman of People's Committee, Head of National Assembly Delegation, Chairman of Vietnam Fatherland Front; other cases shall be considered and decided by competent authorities.

Basically implement the policy of arranging provincial Party Committee secretaries who are not local people, associated with the use and harmonious arrangement of local staff resources in the planning; strive to basically complete at the commune level and encourage implementation for other positions.

Assigning, arranging new work or introducing candidates for election in other localities, agencies and units for comrades who are secretaries of the Party Committee at the direct superior level and equivalent or higher who have held the position for more than 2 consecutive terms (8 years or more) in a locality, agency or unit.

Strive to achieve a rate of female Party Committee members of 15% or more and have female cadres in the Standing Committee; strive for a rate of young cadres(under 42 years old for provincial and communal levels) from 10% or more (calculated for the entire term); strive for the proportion of cadres with scientific and technological qualifications to be about 5%; the proportion of Party Committee members who are ethnic minorities must be consistent with the characteristics, ethnic structure and specific conditions of each locality, agency and unit. Party Committees and heads of competent levels proactively develop specific plans to train, foster, rotate, mobilize, promote and arrange female cadres, young cadres, ethnic minority cadres, cadres with scientific and technological qualifications into positions with the structure to participate in the new term Party Committee according to regulations.

Strive to renew at least 1/3 of the total number of Party Committee members during the term (not applicable to merged or consolidated Party Committees). Implement a three-age structure in Party Committees at all levels and strive to implement it in the Standing Committee and Standing Committee of the Party Committee.

At the beginning of the term, places that have not elected enough number, ratio, and structure of Party committees according to this directive, must proactively prepare personnel during the term to complete and supplement according to regulations.

The Central Military Commission, the Central Public Security Party Committee and the Standing Committees of Party Committees directly under the Central Committee shall, based on this Directive and related regulations, provide specific guidance on the Party Committee structure, the proportion of young cadres, female cadres, ethnic minority cadres, cadres with scientific and technological qualifications participating in the Party Committee and the renewal of the Party Committee for Party Committees in the armed forces, enterprises, agencies and affiliated units with specific characteristics to meet the requirements of tasks and practical situations.

Based on the standards, conditions and situation of the staff, the congress decides on the number of Party Committee members; the new Party Committee decides on the number of Standing Committee members and Deputy Secretaries of the Party Committee on the basis of regulations of the competent authority.

Ensuring high solidarity and unity in personnel preparation

The Politburo requires that personnel work must ensure the direct and comprehensive leadership of the Party and Party Committees at all levels and promote the role and responsibility of the leadership collective and the head according to regulations. Ensure the succession, innovation and continuous development of the staff; promote and attach importance to quality, have reasonable quantity and structure, and strengthen in important and crucial positions, areas and fields. The new Party Committee must be exemplary in political mettle, intelligence, moral qualities, lifestyle, capacity and prestige; truly be a center of solidarity, purity, strength, unity of will and action; have steadfast political mettle, vision, innovative thinking, closely attached to the people; have leadership and governing capacity, high fighting strength, meeting the requirements of tasks in the new development stage to successfully implement the resolutions of Party Congresses at all levels and the Resolution of the 14th National Party Congress.

Personnel preparation, election or appointment must be carried out strictly, in accordance with the principles and regulations of the Party and the laws of the State; ensuring synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality, transparency, and accountability; ensuring high solidarity and unity; being careful step by step, "doing it well"; closely linked with the work of planning and preparing leadership personnel for Party, State, and Vietnam Fatherland Front agencies (including socio-political organizations) for the next term, meeting practical requirements. Focus on discovering, selecting, and introducing outstanding cadres in terms of political mettle, moral qualities, practical experience, achievements, results, and work products; and paying attention to young cadres, female cadres, cadres of ethnic minorities, and cadres with scientific and technological qualifications.

The evaluation of cadres must be comprehensive, objective, substantive, in accordance with regulations and within authority; taking the political qualities, ethics, lifestyle, work efficiency and credibility of cadres as the basic measure and criteria for evaluation. It is necessary to inherit, strongly innovate and synchronize the work of personnel evaluation on the basis of expanding and maximizing the responsibility of functional agencies; proactively review, examine and closely and thoroughly evaluate the standards, conditions, declaration of assets, income, information and responsibilities of personnel related to the conclusions of inspections, audits or cases and incidents of functional agencies that have been considered, concluded and the results of handling complaints and denunciations...

Personnel who are not elected to the lower-level Party Committee will not be recommended for election to the higher-level Party Committee.

The work of preparing and organizing Party congresses at all levels must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations and heads of Party committees at all levels; ensuring safety, practicality, efficiency, no formality, resolutely fighting waste and negativity. Continue to improve the leadership capacity, governance, and fighting strength of Party organizations and Party members; consolidate and strengthen the great national unity bloc and the trust of cadres, Party members and people in the Party.

Directive No. 45-CT/TW also clearly states the content of Party Congresses at all levels, preparation of congress documents and organization of discussions, and many other important contents.

Directive No. 45-CT/TW replaces Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party Congresses at all levels. towards the 14th National Congress of the Party; Conclusion No. 118-KL/TW, dated January 18, 2025 of the Politburo on adjusting and supplementing a number of contents of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo and disseminated to the cell.

Implementing policies and regimes for cadres after the congress

Directive No. 45-CT/TW states the assignment, arrangement and implementation of regimes and policies for cadres after the congress: Assign new term Party Committee members immediately after the congress or after being appointed according to the personnel plan approved by the competent authority. approval authority and in accordance with the requirements of the practical situation. Pay attention to, mobilize, assign, and arrange work for district-level Party Committee members to take on leadership positions at the commune level after the completion of the district-level administrative unit's activities. Take the initiative to do a good job of ideological work, encourage retirement. work, retire early, enjoy the regime and policies according to the regulations for cadres who are not old enough to be re-elected. For cadres who are old enough to be re-elected but wish to retire early, they will be allowed to retire and have their regime and policies resolved according to Conclusion No. 75-KL/TW, dated March 7, 2025 of the Politburo and related regulations.

Cadres at the commune level after unit reorganization Commune-level administrative officials are not re-elected due to failure to meet standards, conditions or inability to Assignment and arrangement of other work shall be carried out in accordance with Conclusion No. 64-KL/TW, dated May 28, 2013 of the 11th Party Central Committee and policies and regimes shall be resolved in accordance with the provisions of law.

Regarding the time of ceasing to hold leadership positions of the People's Council, People's Committee and leadership positions with a Party Committee structure but not participating in the Party Committee for the 2025 - 2030 term, the following is implemented:

Provincial level: Cadres who reach retirement age after the congress or are still of working age but do not participate in the provincial Party Committee (excluding comrades of the 13th Party Central Committee) will be dismissed from their leadership and management positions immediately after the congress or at the nearest meeting of the Provincial or City People's Council after the congress. Particularly for the leadership positions of the Provincial or City People's Council, if the personnel prepared to replace them are not yet People's Council delegates, the incumbent cadres will continue to hold their positions until the end of the 2021-2026 term.

Commune level: The Standing Committees of the Provincial and Municipal Party Committees shall base on specific situations to make regulations that do not contradict the above principles.
