On the afternoon of February 18, the Legal Committee of the Hai Duong Provincial People's Council worked with the Department of Home Affairs to review the submission and draft resolutions on 3 contents to be considered at the 29th Session (special session).

At the review session, members of the Legal Committee and delegates attending the meeting spent a lot of time discussing the applicable subjects in the draft resolution on support policies for cadres, civil servants, and public employees who retire early and resign during the implementation of organizational restructuring in Hai Duong province.

Vice Chairman of Hai Duong Provincial People's Council Nguyen Khac Toan emphasized that the contents brought up for examination are very important and asked delegates to consider and discuss them carefully.

According to the draft resolution submitted for review, the subjects of application are specified in Article 2 of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government and other relevant regulations of the Central Government; the support policy does not apply to subjects belonging to agencies and units that are not assigned to the payroll and receive salaries from the provincial State budget, civil servants who do not hold leadership or management positions in the education and health sectors, and people working under a contract regime.

However, the Government is currently considering issuing a document amending and supplementing Decree 178 and is expected to expand the scope of application.

Delegates contributed many ideas to amend and supplement the draft resolution of the province, with specific regulations to ensure consistency when the Central Government's policies change, and to ensure that the beneficiaries of Hai Duong province's own support are correct according to the direction of the Provincial Party Committee Standing Committee.

Head of the Legal Committee of the Hai Duong Provincial People's Council Bui Hoc Anh requested the Department of Home Affairs to absorb the opinions of delegates at the working session on the subjects of application, ensuring coverage of subjects in case Decree 178 changes and in accordance with the province's direction.

Comrade Bui Hoc Anh noted that the funding source for the adjustment should be guaranteed by the local budget because this is a specific local budget, avoiding overlap with the central budget to support people who retire early or quit their jobs when streamlining the apparatus.

Director of the Department of Home Affairs Sai Thi Yen clarified a number of issues raised by delegates and received comments on draft resolutions submitted to the Provincial People's Council for consideration.

The draft submission for review also added a specific provision that the subject must "have a voluntary resignation within the first 3 months from the date of the decision to reorganize the apparatus of the competent authority and resign within the first 12 months from the date of the decision to reorganize the apparatus of the competent authority". Delegates agreed with this content to facilitate the reorganization of the apparatus at agencies and units.

Previously, the Legal Committee of the Hai Duong Provincial People's Council reviewed and basically agreed with two contents of the submission and draft resolution on the establishment of a specialized agency under the Provincial People's Committee; adjusting the payroll of civil servants in administrative agencies, the number of people working with salaries from the State budget in public service units of the province in 2025.
