Submit to the Provincial People's Council to spend 158 billion VND to support about 800 redundant cadres, civil servants and public employees when streamlining the apparatus.

Hai Duong Provincial People's Committee presented the province's support level in addition to the Central's policy for people who retire early or quit their jobs when streamlining the apparatus, an average of 190.1 million VND/person.

Officials and civil servants of the Department of Home Affairs of Hai Duong province research and advise on the implementation of policies and regimes for people retiring before the retirement age and quitting their jobs when streamlining the apparatus.

The People's Committee of Hai Duong province has submitted a proposal to the Provincial People's Council for approval to issue a Resolution on support policies for cadres, civil servants and public employees who retire early and resign during the implementation of organizational restructuring in Hai Duong province.

This content will be considered at the 29th Session of the Hai Duong Provincial People's Council (special session taking place on the morning of February 20).

According to the People's Committee of Hai Duong province, in addition to the central government's policy, the province needs to develop its own policy to provide additional support for officials, civil servants, and public employees who resign during the process of restructuring and streamlining the provincial apparatus.

Thereby, contributing to ensuring the rights and benefits of cadres, civil servants and public employees, creating consensus in the arrangement process, facilitating the implementation of cadre work, at the same time helping to quickly stabilize the team at the new unit, supporting part of the cost for cadres, civil servants and public employees to stabilize their lives and encouraging cadres, civil servants and public employees to voluntarily resign and have their benefits resolved according to their wishes.

Resolution stipulating support policies for cadres, civil servants, and public employees who retire early and resign from their jobs in the implementation of organizational restructuring in Hai Duong province at agencies of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, socio-political organizations at the provincial and district levels and public service units under Party agencies, socio-political organizations at the provincial level, the Provincial People's Committee, departments, branches, and equivalents, and the District People's Committee.

The subjects of application are cadres, civil servants, and public employees (assigned to the payroll and receiving salaries from the state budget) at district level or higher in agencies, organizations, and public service units implementing organizational restructuring according to the province's policy who quit their jobs within the first 3 months from the date of the decision on organizational restructuring by the competent authority.

For officials in the education and training and health sectors, this only applies to officials holding leadership and management positions.

Notably, cadres, civil servants and public employees holding managerial positions who do not work directly at agencies, organizations and units implementing the organizational restructuring according to the province's policy but voluntarily resign to facilitate the transfer and rotation of managerial leaders from the agency, organization or unit implementing the restructuring to the agency, organization or unit directly managing cadres, civil servants and public employees, and resign within the first 3 months from the date of the decision on organizational restructuring by the competent authority, are also entitled to support.

Specifically, the People's Committee of Hai Duong province proposed that the support level for those who retire early with less than 2 years to retirement age is equal to 1 month of current salary multiplied by the number of remaining months from the time of early retirement to December 31 of the year of early retirement. For those who retire before December 31 of the year of early retirement, the number of months of support will be calculated up to the time of retirement according to regulations.

At the same time, subjects in this case are entitled to a support level equal to 0.2 months of current salary multiplied by the number of months of early retirement.

People with 2 to 10 years left until retirement age are entitled to a support level equal to 1 month of current salary multiplied by the number of remaining months from the time of early retirement to December 31 of the year of early retirement and are entitled to a support level equal to 0.1 month of current salary multiplied by the number of months of early retirement (maximum 60 months).

Regarding the policy of supporting resignation, cadres, civil servants and public employees affected by the organizational structure arrangement when resigning, in addition to enjoying the policy according to the provisions of current law, are also supported by the province with 1 month of current salary, multiplied by the number of remaining months (from the time of resignation to December 31 of the year of resignation) and receive support equal to 0.1 month of current salary multiplied by the number of months of severance allowance.

According to the draft policy impact assessment report of Hai Duong Provincial People's Committee, it is expected that the whole province will have a surplus of 835 cadres, civil servants and public employees after streamlining the apparatus.

The province's expected support level for 835 cadres, civil servants and public employees affected by the restructuring and streamlining of the apparatus is about 158.7 billion VND (from regular expenditure sources), an average of 190.1 million VND/person.
