Thanh Binh Primary School student electrocuted to death, court finds director of LED screen installation guilty of involuntary manslaughter

Hai is the Director of Tam Anh Event and Media Company Limited in Dong Lac Commune (Nam Sach), specializing in organizing trade introductions and promotions.

On April 10, 2023, Hai signed a contract with a representative of Thanh Binh Primary School to provide services for the Reading and Experience Festival program to celebrate "Vietnam Book and Reading Culture Day April 21" taking place on April 18, 2023.

On the morning of April 17, 2023, Hai and two others installed a sound system and LED screen at Thanh Binh Primary School. Hai directly installed the entire LED screen system. After that, Hai tested the LED screen system but did not check or detect any electrical leakage from the devices.

On April 18, 2023, when organizing the event, Hai did not put up barriers or signs warning of dangerous areas; did not arrange for guards to prevent others from entering the area behind the stage. After controlling the LED screen to operate, Hai told the employee to stay on duty while he went to handle other work.

At 3:10 p.m. the same day, NST (born in 2013, residing in Tu Minh ward, Hai Duong city), a 4C student of the school, participated in a performance on stage. Afterwards, T. went behind the LED screen and was electrocuted by a leaking electric device, lying unconscious.10 minutes later, a teacher discovered the incident. T. was taken to the emergency room but died.died at 3:55 p.m. on May 7, 2023 at the National Children's Hospital.

The jury sentenced Dang Van Hai to 18 months in prison, suspended, for involuntary manslaughter. The two employees did not directly install the LED screen and were not at fault for the incident, so they were not prosecuted.
