Prime Minister Pham Minh Chinh said that up to now, on average, government agencies have reduced about 30% of internal contacts, and in some places, up to 50%.
Speaking at the conclusion of the conference to review the work of 2024 and deploy tasks for 2025 of the Government and local authorities on the morning of January 8, Prime Minister Pham Minh Chinh emphasized that the conference was honored to welcome leaders of the Party, State, and Vietnam Fatherland Front, especially General Secretary To Lam, who took the time to attend and direct.
Highlighting some outstanding results, the Prime Minister said that GDP growth has helped raise the scale and ranking of Vietnam's GDP, increase per capita income and increase labor productivity. Budget revenue and expenditure were high, exceeding revenue by 337,000 billion VND while reducing taxes, fees and charges by nearly 200,000 billion VND.
Another highlight is the happiness index increased by 11 places, ranking 54/143 countries and territories (according to the United Nations). The ultimate goal is to make people happy and prosperous.
According to the Prime Minister, the above results are evidence of outstanding efforts, of special significance, contributing to creating momentum, strength, position, confidence and hope to achieve higher results, enhancing autonomy in 2025 and the 2026-2030 period.
Resolution 57 is like "Contract 10" in science and technology.
Regarding the key tasks and solutions for 2025, the Prime Minister said that we will strive for growth of at least 8% or higher. We will focus on renewing traditional growth drivers (investment, consumption, export), while creating breakthroughs to promote new growth drivers, new and advanced production forces (such as digital transformation, green transformation, semiconductor chips, big data, artificial intelligence, etc.).
Along with that, effectively implement the summary of Resolution No. 18; promote the arrangement of the apparatus "Refined - Lean - Strong - Effective - Efficient - Effective". According to the Prime Minister, the tasks that can be done must be done immediately according to the direction, and the remaining issues must continue to listen to valid opinions and report to competent authorities for further completion.

The Head of Government emphasized the requirement to effectively implement the Government's Action Program to implement Resolution 57 of the Politburo on science - technology, innovation and digital transformation.
According to the Prime Minister, this is also a new driving force, like "contract 10" in science, technology and innovation. Implementation requires huge resources, drastic actions with the right methods and approaches.
The Prime Minister said that by the end of 2025, we will strive to complete 3,000km of expressway and over 1,000km of coastal road; basically complete Long Thanh airport, expand Tan Son Nhat airport and Noi Bai airport.
At the same time, start construction of the railway connecting to China, continue urban railway projects in Hanoi and Ho Chi Minh City; complete the construction of feasible projects of the North-South high-speed railway and the Ninh Thuan nuclear power plant.
Regarding the recommendations and proposals at the conference, the Prime Minister said that they were all very close to the situation and have been and are being resolved, focusing on a number of issues: Decentralization and delegation of power along with resource allocation, improving implementation capacity and strengthening inspection and supervision; eliminating the request-grant mechanism; cutting out cumbersome and unnecessary procedures.
