Hai Duong Customs operates stably under the new model

From March 15, Hai Duong Customs has officially operated under the new model with full customs clearance procedures as before.

According to the new decision, Hai Duong Customs is an external customs office, together with the customs offices of Hung Yen, Ha Nam and Nam Dinh provinces, under the Regional Customs Branch IV, headquartered in Hung Yen. Mr. Nguyen Anh Tuan, former Deputy Head of Hai Duong Customs Branch, was appointed as Head of Hai Duong Customs.

From March 15, 2025, the customs system will officially operate according to the new model nationwide, and at the same time adjust the structure of the information technology system to suit this change. Hai Duong Customs has arranged officers and civil servants to be on duty 24/7 to support businesses as well as coordinate with the Information Technology Department to handle technical issues. All officers and civil servants of Hai Duong Customs will work on both weekends (March 15-16, 2025) to ensure stable system operation. Since operating the new model, the unit has always ensured smooth customs clearance, promptly processing 5,316 import-export declarations, including 4,156 green channel declarations, 1,070 yellow channel declarations and 90 red channel declarations.

Implementing Resolution No. 18 on restructuring and streamlining the apparatus, the Government issued Decree No. 29/2025/ND-CP dated February 24, 2025 regulating the organization of the Ministry of Finance. The Ministry issued Decision No. 382/QD-BTC dated February 26, 2025 on the organizational structure of the Customs Department.

Accordingly, the new Customs Department includes 12 functional units under the Department and 20 regional customs branches, down from 902 previous units to 485 focal points. The customs system is reorganized into three levels: Customs Department, regional customs branches and border gate or border gate customs.

In order to ensure the smooth implementation of the information technology system, customs authorities have proactively informed the business community about the conversion schedule. Accordingly, from 11pm on March 14, 2025 to 5am on March 15, 2025, the system will temporarily stop receiving customs declaration information. At the same time, the customs code will also be updated to match the new names of the units.
