Hai Duong proactively implements streamlining of apparatus

Serious implementation

Implementing the Central's policy and direction on streamlining the apparatus, Party committees and authorities at all levels in Hai Duong province have seriously and resolutely implemented it.

On December 18, the Executive Committee of the 17th Hai Duong Provincial Party Committee held a thematic conference to review the implementation of Resolution No. 18-NQ/TW. At the same time, at the local level, district, town and city Party Committees organized an early review of the implementation of Resolution No. 18 to serve as a basis and premise for implementation in the next important stage.

The conferences thoroughly evaluated and discussed the results achieved after 7 years of implementing Resolution No. 18 in Hai Duong province and the difficulties and obstacles, proposed solutions and specific tasks in the coming time, especially the task of Hai Duong having to basically complete the arrangement and streamlining of the apparatus in the first quarter of 2025.

Following the instructions and required progress, the People's Committee of Hai Duong province urgently reviewed, researched and issued a plan to reorganize the apparatus of specialized agencies under the Provincial People's Committee and District People's Committees on December 26 with a clear implementation roadmap by day.

The Provincial People's Committee requests agencies and organizations to develop and complete the organizational restructuring project with a submission and draft decision to send to the Department of Home Affairs for appraisal before December 31, 2024.

On schedule, the implementing departments have completed the project. Currently, the Department of Home Affairs has organized a number of working sessions with the departments on the content of the projects.

The projects were developed in detail on the current situation of the two departments before merging with functions, tasks, organizational structure and the number of civil servants, public employees, contract workers, assets, finances...

Each project outlines the purpose, plan, and organizational structure when establishing a new department on the basis of merging old departments, ensuring strictness, science, and true streamlining. As soon as the Central Government makes changes or provides new instructions, they will be updated and revised in the draft project.

Lean Ready

Up to now, district-level localities in Hai Duong province have developed a project to reorganize the apparatus.

Binh Giang district plans to reduce 2 departments. The district's Department of Internal Affairs has completed 6 draft plans and projects, ready to be implemented immediately when the Central and the province take the next steps.

Of which, all 22 managers and civil servants working in 4 departments subject to consolidation at Binh Giang District People's Committee have made a self-assessment of their work process, focusing on the results of performing tasks in the last 3 years as a basis for personnel work when streamlining.

Each specialized department held a review and evaluation meeting with each person, invited leaders of the District People's Committee and the Party Committee of the district government to attend and clearly analyze the advantages and disadvantages, and propose wishes when streamlining the apparatus.

There are 3 cadres who have applied for retirement since February 1. This is a proactive and convenient move for the arrangement of cadres in Binh Giang district when streamlining the apparatus.

According to Ms. Pham Thi Thu Hien, Head of the Department of Internal Affairs of Binh Giang district, all preparations have been completed.

"With the drastic and close direction of the province and district, the tasks of implementing the arrangement and reorganization of the apparatus have been basically completed and will continue to be updated when there are new instructions and directions from higher levels. Previously, as soon as the policy was grasped, the Department of Internal Affairs and specialized departments started to develop plans and projects to ensure readiness," said Ms. Hien.

According to the Department of Home Affairs of Hai Duong province, the People's Committees of districts, towns and cities in Hai Duong province have basically completed the development of plans and projects and submitted them to the Standing Committees of the district, town and city Party Committees for comments. The whole province will reduce 24 specialized departments under the district-level People's Committees.

Human resource care

Implementing the arrangement of apparatus, human resource arrangement, and personnel work is proactively and focused on by localities.

Mr. Nguyen Xuan Cuong, Head of the Organizing Committee of Tu Ky District Party Committee, said that the Organizing Committee is providing advice on personnel work when streamlining the apparatus, especially for leaders of specialized departments after the merger of the District People's Committee.

"When two specialized departments with important tasks merge, it requires a compact but elite staff, especially those with deep expertise in that industry or field, to take charge and ensure the stability and longevity of the apparatus. After streamlining, it is necessary to consider focused, in-depth training for the staff and attracting talented people," Mr. Cuong affirmed.

Not only arranging leaders and managers, agencies and units in Hai Duong province have proactively promoted and mobilized civil servants, public employees and workers to create a mentality of readiness to streamline the apparatus.

As a unit expected to merge with the District Party Committee's Mass Mobilization Committee, cadres and civil servants at the Nam Sach District Party Committee's Propaganda Committee are ready to join the new agency.

According to Mr. Vuong Phuc Thanh, Head of the Propaganda Department of Nam Sach District Party Committee: "Along with propaganda, each cadre and civil servant has proactively studied and grasped the Central's instructions on streamlining the apparatus to be ready for implementation. For example, when Decree No. 177 and Decree No. 178/2024/ND-CP on policies and regimes when rearranging the apparatus were issued, we immediately studied them to both understand the policies and serve the mobilization and propaganda work, ready to streamline the apparatus."

This is also the common mindset of many agencies, units, cadres, civil servants, public employees and workers in Hai Duong today when streamlining the apparatus.
