The Government has issued Decree 177/2024/ND-CP on regimes and policies for cases of non-re-election, non-appointment, and officials who resign or retire at will, and Decree 178/2024/ND-CP on regimes and policies for officials, civil servants, public employees, and armed forces in the implementation of organizational restructuring of the political system.
Hai Duong province is also seeking comments on the draft of the province's own support policy for officials, civil servants, and public employees who retire early or resign during the restructuring of the apparatus.
Having a separate policy of the province to provide one-time support to those affected by the streamlining of the apparatus, creating favorable conditions for the arrangement and assignment of the number of cadres, civil servants, and public employees and in accordance with the budget capacity of the province.
According to the draft, the average support level is about 190 million VND/person, the whole province needs over 175 billion VND.
The draft was posted on the Hai Duong Provincial Electronic Information Portal and sent to agencies and units for comments. The policy was also reported by the Department of Home Affairs to the Provincial People's Committee leaders for comments at the Provincial People's Committee meeting held on the morning of January 15.
At the meeting, the leaders of the Provincial People's Committee noted that the timing and level of support must be considered. Regarding the timing of support, it is necessary to calculate the appropriate time from when the official staff officially requests to retire compared to the time of official arrangement, the new apparatus comes into operation to ensure encouragement, motivation, initiative, stability and not disrupt the apparatus when it is just arranged.
Regarding the level of support, it cannot be too low, otherwise it will not create motivation, encouragement, and sharing with people who retire early or quit their jobs when the organization is streamlined. If it is too high, it will cause many talented people to want to receive support money and quit their jobs and go out to work.
At the same time, the province's support policy must be specific, based on local practical situations and overcome and narrow the gap and difference between support levels according to Decrees 177 and 178 to ensure fairness, objectivity and the most detail possible.
Since the policy of streamlining the apparatus was introduced, the daily conversation of many cadres, civil servants, public employees, and workers at state agencies is about who will retire early and who will stay on. And, if they retire early, what kind of support policy will they receive?
In some localities, the first officials have expressed their wish to retire early to streamline the apparatus and create opportunities for young people.
The goal of streamlining the apparatus is to reduce the number of people receiving salaries from the budget, but at the same time, it is necessary to build a team of elite, efficient cadres, civil servants and public employees. If the apparatus is streamlined and the competent, ethical and effective people leave while the less competent people stay, then the team will only be "lean" but not "elite".
Therefore, it is necessary to attract and retain talented people in the public sector. To do that, along with the Party committees and authorities at all levels propagating and mobilizing the right people in the right direction, it is necessary to be careful in building support policies for people who have quit their jobs.
In particular, the level of support must be sufficient to motivate and encourage the elderly, those with inappropriate abilities and expertise to leave the state environment. If the level of support is too low and unworthy, it will cause many people to be stubborn, greedy for power and position, and not leave for the common good.
At the same time, the level of support should not be too high, much different from the actual income currently available and possible in the future when cadres, civil servants and public employees work in the State environment. At that time, many talented people are willing to receive support money to quit their jobs and go to the private sector.
Some officials, civil servants and public employees in Hai Duong assessed that the support level according to the draft policy of the province is not high. However, it is necessary to understand that this is an additional support policy of the province in addition to the general policy of the Central Government, suitable for the budget conditions of the province and if it is too high, it will affect the purification of the apparatus. The policy is still being carefully considered and referring to the support level of neighboring provinces with socio-economic similarities with Hai Duong to ensure fairness.
