From the 2025-2026 school year, all students from kindergarten to high school in Ho Chi Minh City will be exempt from tuition fees.
At the 21st session held on the afternoon of February 20, the 10th Ho Chi Minh City People's Council passed a Resolution on special policies to support tuition fees for preschool children under 5 years old, public and non-public high school students and continuing high school students in the area from the 2025-2026 school year.
Accordingly, this policy applies to preschool children under 5 years old, high school students, and continuing high school students studying at public and non-public educational institutions in Ho Chi Minh City, excluding students from foreign-invested schools. The funding source for implementing this policy comes from the city budget according to the current budget allocation.
Specifically, the support level is equivalent to the monthly tuition fees that public school students have to pay: nursery school is 200,000 VND (group 1) and 120,000 VND (group 2); kindergarten for 3-4 year olds is 160,000 VND (group 1) and 100,000 VND (group 2); high school and continuing education have tuition fees of 120,000 VND (group 1) and 100,000 VND (group 2).
Group 1 includes students studying at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan. Group 2 includes students studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.
Currently, primary school students and 5-year-old preschoolers are exempted from tuition fees according to general regulations. In addition, Ho Chi Minh City is implementing a policy of tuition support for secondary school students. In the city, only preschool children under 5 years old and high school students must pay tuition fees according to regulations.
Thus, with the approval of this tuition support policy for preschool children under 5 years old and high school students, from the 2025-2026 school year, all students from preschool to high school in Ho Chi Minh City will be exempted from tuition fees.
According to the Ho Chi Minh City People's Committee, this policy is the inheritance of the tuition support policies that the city has implemented in the past school years, receiving support and consensus from society. This is a meaningful and practical gift for all students in the city, creating a mark to celebrate the 50th anniversary of the Liberation of the South and National Reunification. This also clearly demonstrates the city's investment in education; taking the lead in tuition exemption, reduction and support policies, ensuring the quality of education and learning opportunities for the people.
