Prime Minister inspects, encourages people and directs overcoming consequences of storm No. 3 in Quang Ninh

Accompanying the Prime Minister were Minister of Agriculture and Rural Development Le Minh Hoan, Minister and Head of the Government Office Tran Van Son, Minister of Industry and Trade Nguyen Hong Dien, Minister of Education and Training Nguyen Kim Son, Minister of Transport Nguyen Van Thang, leaders of ministries, branches, central agencies and Quang Ninh province.

In Ha Long City, Quang Ninh Province, the Prime Minister inspected the damage at socio-economic facilities, visited affected people and encouraged the military, police, youth, urban environmental workers, etc. who are cleaning up after the storm.

At the meeting later at the Quang Ninh Provincial Party Committee, Prime Minister Pham Minh Chinh first sent the condolences of General Secretary, President To Lam and other Party and State leaders to Quang Ninh province and the people and families whose relatives were killed, injured, or suffered property damage.

Nearly 20,000 houses have their roofs blown off.

According to a quick report from Quang Ninh, implementing the Central's direction, the Provincial Party Committee Standing Committee has established 14 working groups, and the Provincial People's Committee has established 4 working groups to respond to the storm.

The Government delegation led by Deputy Prime Minister Tran Hong Ha inspected the response to storm No. 3 in Van Don district and Quang Yen town.

Localities have assigned leaders to be directly in charge of each area and established 48 working groups to go to the grassroots to inspect and direct storm prevention and control work in the locality.

Prohibit the sea from 11am on September 6; postpone non-urgent meetings to focus on preventing and responding to storm No. 3; allow children, pupils, students and students of educational institutions in the province to take a day off on September 7.

Localities and armed forces stationed in the province have mobilized 2,663 officers and soldiers to fight natural disasters, 68 cars of various types, 18 ships, 59 boats, and 6 special vehicles. All are on duty at assigned locations, ready to carry out tasks when required.

Regarding the damage, as of 12:00 on September 8, the province had 4 dead and 157 injured people who are currently being treated at medical facilities. By noon on September 8, 27 people who were drifting at sea had been successfully searched and rescued.

Regarding assets, according to initial statistics from localities, 19,582 houses had their roofs blown off; 21 water transport vehicles, 23 tourist boats, 41 fishing boats of all kinds sank or drifted; 1,297 electric poles were broken and fell; 70% of trees were broken and fell, 2 power stations, 3 telecommunication stations were damaged; over 1,000 cages, cages, and rafts for raising oysters were lost or swept away; 17,000 m2 of aquaculture facilities had their roofs blown off; 912 hectares of rice were collapsed and flooded; 8,503 hectares of planted forests were affected.

Many high-rise buildings, agency headquarters, and schools in localities were damaged; almost all billboards and billboards were broken; the information and communication system of the entire province was disconnected and could not be contacted; power outages were widespread; Quang Ninh province continued to compile specific statistics and report to the Central Government.

Right on the night the storm hit, the Standing Committee of the Provincial Party Committee, directly the Standing Deputy Secretary (in charge of the activities of the Provincial Party Committee), the Chairman of the Provincial People's Committee directed the Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense, the core of which is the Quang Ninh Provincial Military Command, to coordinate with the local armed forces to start organizing the search, prioritizing cases of accidents at sea such as capsized boats, drifting, missing...

The Provincial Military Command, Provincial Police, localities, the Fatherland Front Committee and socio-political organizations focused on mobilizing forces to clean up and stabilize people's lives in the area. Focus on commanding the search and rescue work for people on sunken vehicles and ships. Quang Ninh Electricity Company and network operators focused on immediately overcoming the power outage and communication loss to serve the people.

The province is continuing to review and count the damage to have a timely solution, and in the immediate future, it has decided to immediately support aquaculture farmers who suffered damage at sea due to rain and storms; rice, crop and forest growers who suffered damage; support people whose houses had their roofs blown off, collapsed, or collapsed; support people whose tourist boats and fishing boats sank or were damaged due to rain and storms.

Mobilize the entire political system and forces to overcome the consequences

Speaking at the meeting, Prime Minister Pham Minh Chinh highly appreciated the leadership and direction of Quang Ninh province in responding to the storm; welcomed the Party Committee, government, army and people of Quang Ninh province for seriously implementing the Prime Minister's instructions and guidance from specialized agencies; the army, police, youth forces... are actively participating in cleaning up and overcoming the consequences of the storm.

The storm was very strong, the scene showed that the consequences caused by the storm were very large, the property damage far exceeded other storms. Quang Ninh province has both prevented and implemented recovery work, but the consequences of the storm are so great that the implementation of work must be considered both short-term and long-term.

The Prime Minister clearly stated the goal of stabilizing the situation soon, bringing all activities back to normal; rescuing the injured and victims, searching for the missing, and taking care of the funerals of the unfortunate; preparing to respond to storms, floods, landslides, etc.; all students must go to school early, and those in safe places must go to school immediately; and the sick must be treated promptly.

Regarding solutions, the Prime Minister requested Quang Ninh province to mobilize the entire political system to overcome the consequences of the storm, including the armed forces, the Fatherland Front, and socio-political organizations, especially to carry out a huge amount of work in cleaning and sanitation of the environment. The Prime Minister requested the Ministry of National Defense to mobilize military forces in all the nearest provinces, cities, and localities to participate in the work that can be done.

EVN Group quickly restored power supply, VNPT and Viettel groups restored communications in the coming days. Banks studied loan options, debt deferral, postponement, and restructuring to support people and businesses to restore production and business. Authorities studied tax exemptions, reductions, and deferrals for people and businesses. The transportation sector urgently restored landslide and subsidence sections of roads to ensure smooth traffic.

The Prime Minister assigned leaders of ministries and branches to provide specific guidance to localities on specific mechanisms to overcome the consequences of natural disasters in emergency conditions, especially the Ministry of Planning and Investment to provide guidance on bidding and procurement in emergency conditions, assign localities to implement, ensure prevention of corruption, negativity and waste; at the same time, study and amend related regulations. The Ministry of Agriculture and Rural Development provided guidance on a number of support policies for aquaculture farmers.

Along with that, ensure security, safety, and public safety; soon restore production and business, ensure people's livelihoods, and develop the economy.

Regarding the recommendations, the Prime Minister assigned the Ministry of Agriculture and Rural Development to study proposals related to upgrading the Ha Nam dike. The Prime Minister also welcomed the spirit of mutual love and launched a movement for people to support and help each other overcome difficulties due to damage caused by storm No. 3.

Visiting Quang Ninh General Hospital, the Prime Minister kindly visited and presented gifts to encourage patients injured by storm No. 3; hoping that the patients will feel secure during treatment, Quang Ninh province and the hospital will make every effort to take care of the patients so that they can recover soon and return home.

The Prime Minister requested the province to have appropriate forms of rewards and encouragement for those injured while participating in response and rescue during storm No. 3.
