Previously, to carry out storm prevention and control work, Quang Ninh province established 7 working groups to inspect the preparation work for storm No. 3 in the area; assigned members of the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense to proactively go to the grassroots to direct the response work for storm No. 3. Localities assigned leaders to be directly in charge of each locality and established 48 working groups to go to the grassroots to inspect and direct the prevention and control work in the locality.
Localities and armed forces stationed in the province have mobilized 2,663 officers and soldiers and volunteers to prevent natural disasters, 68 cars of various types, 18 ships, 59 boats, 6 special vehicles. All are on duty at assigned locations, ready to perform tasks when required. At the same time, disaster prevention and control materials are prepared, including: 64,290m2 of anti-wave canvas; 13,828m3 of boulders; 240,883 sacks; 3,608 steel baskets; 4,961 kg of steel wire; 5,550 m2 of filter cloth... The above materials are stored in warehouses and gathered at key locations on the dikes.
In An Sinh commune, there are two large dams, Khe Che dam and Trai Loc dam; there is a stream flowing from the end of Bac Giang along provincial road 345. The whole commune has 12 spillways, at risk of flooding. In An Sinh commune, Dong Trieu, 43/48 households in the danger zone were evacuated to the commune cultural house and stayed with relatives. The commune has sent functional forces to protect both sides of the spillway, not allowing people to move across when there is heavy rain and flooding.
Up to now, 43/48 households have been evacuated to safe places. The remaining 5 households have degraded houses and are being mobilized by the commune's functional forces to be evacuated to relatives' houses. Storm prevention and control work is still being actively implemented.
Focus on preventing landslides at key locations of waste dumps and preventing flooding in mines.
In the Cam Pha area, open-pit mines such as Cao Son Coal Joint Stock Company and Thao Deo Nai-Coc Sau Joint Stock Company are having to deal with heavy rains and strong winds.
At Thao Deo Nai - Coc Sau Coal Joint Stock Company - TKV, both Deo Nai and Coc 6 mines had to temporarily stop 8 pumping systems to ensure safety. The unit is focusing on maximizing equipment of graders and hydraulic excavators to be on standby to prevent storms at locations on the mine site and focusing on key areas, coordinating with neighboring units and wards.
Currently, the water level at Deo Nai is -209 meters, with a water volume of more than 1.45 million cubic meters; at Coc Sau is -258.8 meters, with a water volume of 858,000 cubic meters. Heavy rain has caused the water level to rise to the coal mine area at both mines. Compared to 6am this morning, the water level at both mines has risen by 40-60cm.
In response to the development of storm No. 3, the Group is currently requesting open-pit and underground coal production units to organize command posts. The top priority of coal production units is currently focusing on preventing landslides at vulnerable locations of waste dumps and preventing flooding in mines.
At 8:30 a.m., in Mong Cai City, there were winds of level 6 gusting to level 7, it started to rain heavily, all production and business activities were temporarily suspended; Bac Luan I, Bac Luan II border gates and Hai Yen Km3+4 opening temporarily stopped operating, units were maintaining combat duty to ensure the safety of facilities and security of the border gates; a total of more than 40 trees were broken, some billboards were torn, however there was no serious damage.
City authorities at all levels are coordinating with units, businesses, and organizations to provide support and necessities to more than 2,000 people living in weak, unstable houses, and fishermen who are temporarily taking shelter from the storm at commune and ward People's Committee offices, cultural houses, schools, etc. The area is basically stable.
Due to the impact of storm No. 3 from the night of July 6 to the early morning of September 7, Tien Yen district had strong winds and heavy rain. Tien Yen district proactively deployed preventive measures to minimize damage caused by the storm.
As of 7:00 a.m. on September 7, Tien Yen district has called on 524 vessels to return to safe storm shelters. It has notified and contacted 18 households raising cages at sea and instructed them to reinforce their cages and move to safe shelters. It has organized the evacuation of 185 households with weak houses and those at risk of landslides in communes and towns.
The district has directed the preparation of forces and equipment to guard, warn, and prohibit people from going through underground locations, spillways, and traffic routes across streams if storms make landfall and rain and floods occur. At the same time, the district has directed reservoir management units to proactively monitor reservoir water levels and prepare plans to ensure reservoir safety in the event of prolonged rain. Coordinate the preparation of forces and equipment, and implement the motto "3 before - 4 on-site" when situations arise.
Tien Yen district will continue to monitor information about the storm, be on duty 24/7, promptly grasp the situation, and direct the implementation of storm prevention solutions.
As of the morning of September 7, Uong Bi City has not suffered any damage.
Due to the influence of storm No. 3, in Uong Bi City, there are winds of level 3, level 4 and scattered light rain. As of 8:00 a.m. on September 7, there has been no damage. Traffic infrastructure, communications and power systems are still guaranteed; dams, dykes, irrigation works and technical infrastructure are still safe.
