Establishment of Hai Duong Province Vocational Education Center

Accordingly, the Hai Duong Provincial Vocational Education Center was established on the basis of merging the following centers: Vocational Training and Farmer Support under the Provincial Farmers' Association; Hai Duong Women's 8/3 Employment Service under the Provincial Women's Union; Hai Duong Youth Employment Service and Hai Duong Youth, Workers and Young Laborers Support Center under the Provincial Youth Union.

The center is headquartered at the Hai Duong Vocational Education and Employment Service Center under the former Department of Labor, War Invalids and Social Affairs (An Dinh Street, Viet Hoa Ward, Hai Duong City).

The Center is a public service unit that self-insures a part of its regular expenses under the Department of Education and Training (Group 3). From January 2027 onwards, it is a public service unit that self-insures regular expenses (Group 2) under the Department of Education and Training; has legal status, its own seal and account, is under the direct direction and management of the Department of Education and Training in terms of structure, organization and operation; at the same time, is under the state management of competent state agencies.

The center's leadership includes the Director and no more than 2 Deputy Directors. Functional and specialized departments include: Administration - General Department; Consulting and Admissions Department; Training Department.

Hai Duong Provincial Vocational Education Center performs vocational education tasks prescribed in the Law on Vocational Education.

Specifically, the center develops strategies and plans for developing vocational education facilities; organizes elementary level training, general vocational training and career counseling for students according to the general education program; organizes regular training; is autonomous and self-responsible in recruiting and managing learners; organizes teaching and learning according to training goals and programs, grants vocational education degrees and certificates to learners; links domestic and foreign training activities; provides training and job counseling for learners according to regulations...

The Decision takes effect from March 1, 2025.
