Giving notebooks instead of money to students, principal in Da Nang must return 138 million VND

Each excellent student of Thai Phien High School signed to receive 200,000 VND but was only given 20 notebooks. The Da Nang Department of Education and Training concluded that this was wrong and asked the principal to return 138 million VND.

The incident originated from a complaint by a parent. Accordingly, at the end of the 2022-2023 school year, the homeroom teacher allowed excellent students in grades 10 and 11 of Thai Phien High School to sign to receive bonuses of 200,000 VND each. There are a total of more than 650 students in this category.

In reality, each student only received 20 notebooks, 96 pages, 80g/m2 thick. According to parents, this type of paper is thin, the market price is less than 6,000 VND per notebook. Wanting to get the difference back, they complained to their children's teachers.

The school's People's Inspectorate said the reward notebooks were purchased for 10,000 VND each, according to the school's contract with the supplier. However, the contract did not state the name of the person who proposed the purchase, nor was there an invoice attached.

Principal Nguyen Ba Hao's explanatory report dated April 22 shows that he was the one who decided and implemented the purchase of notebooks to give to students.

The Department of Education and Training concluded that Mr. Hao’s actions were wrong. In addition, Mr. Hao also did wrong when the purchase was not conducted through the national bidding network. According to regulations, bid packages worth over 100 million VND must be widely offered.

The Department requested Mr. Hao to refund more than 138 million VND to students who signed for money but received notebooks, and to stop distributing rewards in a similar way.

Thai Phien High School then announced that students would be able to exchange their notebooks for cash from July 24 to August 15. However, some students said they were not given specific instructions and were even made difficult. The school eventually decided to postpone this until the beginning of the 2024-2025 school year.

On August 23, the Da Nang Department of Education and Training said it had asked Mr. Hao to urgently overcome shortcomings and limitations, report a specific roadmap and results so that the department could take "next steps".
