People, especially those receiving salaries and benefits, are expecting the basic salary increase policy, which is expected to take effect from July 1, with the highest increase in history. In addition, the regional minimum wage will also be adjusted upward this time.

On June 26, the National Assembly discussed the policy of adjusting the basic salary and regional minimum wage from July 1, 2024. Notably, if approved by the National Assembly, the 30% increase in basic salary is considered the highest increase in the history of public sector salary increases to date.

In addition, retirees, beneficiaries of allowances, regimes and policies associated with the basic salary are all adjusted to increase correspondingly with the salary increase of civil servants, in accordance with the requirements of the Party and relevant legal regulations.

At the same time, from July 1, the regional minimum wage will also increase by 6%, to ensure the minimum living standard of workers, creating fairness in social life.

This salary increase has a great influence, positively affecting many groups in society, and is expected to create changes in people's lives and improve social security. Hai Duong people received this news with great excitement.

Ms. Nguyen Thi Nhu, President of the Thanh Mien Town Women's Union, said that when doing social work, in addition to her enthusiasm and capacity, she really wants the State to pay attention to her benefits so that she can spend more time and wholeheartedly carry out her duties. This salary increase will also encourage grassroots union staff to be more enthusiastic and complete their work better.

On the occasion of this salary increase, Ms. Nhu hopes that in the coming time, there will be positive policies for the grassroots union staff. According to Ms. Nhu, in Hai Duong, the current allowance for union staff in general, and women in particular, is only 300,000 VND/person/month, which does not really encourage them to contribute to the work of the union as well as the locality.

Mr. Nguyen Duy Thuc in Bach Dang commune (Kinh Mon) is a retired cadre. When hearing the news of the pension increase, Mr. Thuc said that this is a very appropriate policy of the Party and the State. Pensioners like him, especially in the countryside, almost all their lives depend on their salary, and old age requires a lot of medicine and medical treatment. Many families with children are still in difficult circumstances. Therefore, any extra income is valuable. Especially this time, the increase of 15% will help pensioners improve their quality of life.

Ms. Bui Thi Be, born in 1967 in Quyet Tam village, Lai Vu commune (Kim Thanh), is a single mother and a poor household. Her daughter, born in 2007, has intellectual and limb disabilities. Ms. Be's health is not good and she cannot do heavy work, so she only does odd jobs for hire, earning little income. The life of the mother and daughter is very difficult, mainly depending on the small social allowance from her daughter. Hearing that her daughter's social allowance will soon increase, Ms. Be happily said: "My daughter and I do not have a stable source of income, so we really need the support of the State to maintain our lives. The increase in the allowance will ease the worry about daily food, and my daughter will be less disadvantaged compared to her friends."

Hope to receive new salary soon

It is expected that Hai Duong will have more than 35,000 civil servants and public employees receiving salary increases this time (not including the armed forces and vertical units). Civil servants and public employees receiving salaries all hope that functional units from the central to local levels will soon provide guidance, adjust, and complete documents and procedures so that they can soon receive their increased salaries. "A 30% salary increase is a significant amount for us grassroots cadres. I hope to receive the money soon to balance income and expenditure in life, and to be happy," Ms. Nhu expressed.

Vietnam Social Security has been urgently setting a target to pay new pensions at the beginning of July. This agency has proposed that the competent authority provide early guidance to have a legal basis to pay new pensions and benefits from July 1, avoiding arising problems.

Since most businesses in Hai Duong currently pay their workers higher than the regional minimum wage, for this wage increase, the authorities need to increase propaganda so that businesses pay attention to increasing wages, avoiding workers being disadvantaged in the "famous but not the real" way.

In addition, to make the policy of increasing wages truly effective and meet people's expectations, we hope that in the coming time, relevant agencies will actively take action to avoid inflation and price increases of goods and services as happened before when wages increased.

From July 1, 2024, the expected specific salary increase is as follows:
- Basic salary increased from 1.8 million VND to 2.34 million VND/month (increase of 30%) for cadres, civil servants, public employees, and armed forces.
- Increase the current pension and social insurance allowance by 15%; adjust the preferential allowance for meritorious people according to the standard allowance level from 2,055 million VND to 2,789 million VND/month (increase of 35.7%); maintain the current correlation of preferential allowance levels for meritorious people compared to the standard allowance level; adjust the social allowance according to the standard level from 360,000 VND to 500,000 VND/month (increase of 38.9%).
- Adjust the regional minimum wage to increase by 6% compared to 2023, equivalent to an increase of 200,000-280,000 VND.
