Currently, salary regulations in both the state and enterprise sectors are linked to administrative units. Therefore, in parallel with the merger of provinces and communes, these regulations will also have to be adjusted.
The Ministry of Home Affairs will focus on adjusting salary regulations in accordance with changes in administrative areas after the rearrangement of provinces and cities in the coming time.
At the working meeting of the Ministry of Home Affairs in March 2025, Minister of Home Affairs Pham Thi Thanh Tra requested an overall assessment and proposed tasks and reasonable solutions for important issues such as labor, employment, policies for people with meritorious services, salaries, especially the situation of cadres, civil servants and public employees after the arrangement of administrative units.
In particular, the Minister of Home Affairs paid special attention to the issue of salary when preparing for the arrangement of administrative units, abolishing the district level and reorganizing the commune-level administrative units. The requirement is that the salary policy needs to be calculated to ensure connectivity during implementation.
Regarding salary policies in special areas (remote areas), which previously had separate allowances, the Minister of Home Affairs requested that impacts be forecasted in advance and that the new salary table be appropriate when reorganizing administrative units.
Currently, salaries in the public sector have regulations on specific allowances according to regions, including: Regional allowances, preferential allowances according to occupations, attraction allowances, allowances for ethnic minorities and mountainous areas, allowances for working in difficult areas... The above regulations aim to support and attract human resources to work in areas with difficult conditions. The merger of some provincial and communal administrative units will be directly related to these regulations.
According to the plan to implement the tasks of March 2025, the Ministry of Home Affairs will also focus on preparing the content on adjusting the minimum wage, especially related to the zoning of the minimum wage to suit the changes in administrative areas when implementing the arrangement of administrative units.
The reconstruction of regulations on salaries and allowances must be carried out in parallel with the progress of consulting on the arrangement of administrative units to have a plan for implementation in advance, avoiding affecting the regime and policies for cadres, civil servants, public employees and workers.
Currently, Decree 74/2024/ND-CP of the Government stipulates that the minimum wage from July 1, 2024 will be applied to 4 regions: Region I is 4.96 million VND/month, Region II is 4.41 million VND/month, Region III is 3.86 million VND/month, Region IV is 3.45 million VND/month.
The principle of regional minimum wage zoning is the division of localities into different regions, based on specific criteria to apply a minimum wage suitable to the socio-economic conditions, living standards and living costs in each locality.
Decree 74/2024/ND-CP also clearly states the list of areas applying the regional minimum wage as follows:
