It is expected that tomorrow morning (October 23), the People's Court of Quang Ninh province will hold trial on the case of bidding violations causing serious consequences at the Quang Ninh Maternity and Pediatrics Hospital.
Defendant Nguyen Thi Thanh Nhan fled and was tried in absentia.
According to the indictment, the investment project to build the Quang Ninh Maternity and Pediatrics Hospital was approved by the Quang Ninh Provincial People's Committee in 2009, with a total investment of 238 billion VND.
The project consists of 2 phases and is divided into 6 direct procurement packages. AIC International Progress Joint Stock Company (AIC Company) participated in the bidding and won all 6 packages. Of which, AIC Company won 4 packages; Mopha Company, a company in the AIC ecosystem, won 2 packages.
Ms. Nguyen Thi Thanh Nhan is the founder and operator of AIC Company. As the mastermind, leader and direct implementer of many violations of bidding regulations, Ms. Nhan directed Ms. Truong Thi Xuan Loan (Head of Project Management Board of AIC Company) to contact Mr. Pham Trong Hieu (Deputy Director of Project Management Board of Quang Ninh Obstetrics and Pediatrics Hospital) and Mr. Nguyen Duc Quang (Deputy Head of Planning and Finance Department, under Project Management Board of Quang Ninh Obstetrics and Pediatrics Hospital) to collude on technical parameters, configurations, and unit prices of medical equipment.
Ms. Nhan also directed Mr. Do Van Son (Chief Accountant of AIC Company) to commit fraud and adjust financial statements for many years to ensure that AIC Company had sufficient financial capacity to participate in bidding.
In addition, Mr. Nguyen Hong Son (Deputy General Director of AIC Company) and Ms. Truong Thi Xuan Loan carried out Ms. Nhan's instructions, directing employees to prepare "blue team, red team" profiles for companies in the ecosystem to help AIC Company and Mopha Company win the bid.
Ms. Nguyen Thi Thu Phuong was assigned by Ms. Nhan to direct and manage companies in the ecosystem of AIC Company and partner companies to negotiate joint bids, prepare bidding documents as a "blue team" to help AIC Company win the bid.
With 6 illegal bid packages, Ms. Nhan and her accomplices caused damage to the State of more than 50 billion VND.
The prosecutor determined that AIC Company won the bid due to the assistance of defendants from AIC Company and related companies.
In addition, there were also acts of facilitation by defendants belonging to the investor and irresponsible acts by other defendants during the implementation of the bidding plan.
During the investigation, the defendants Nguyen Thi Thanh Nhan, Nguyen Hong Son, Truong Thi Xuan Loan, and Nguyen Thi Tich fled, causing difficulties in solving the case.
The investigation agency has issued wanted notices and sent letters calling on the defendants to surrender to enjoy leniency, and at the same time applied full measures to ensure the right to defense as prescribed.
Defendant Do Van Son fled but turned himself in on June 22. During the investigation, defendant Son confessed his crime, actively cooperated to solve the case, and actively encouraged his family to pay 50 million VND to remedy the consequences of the case, so this was considered when deciding on the penalty.
Defendant Nguyen Thi Thu Phuong also fled and was wanted, but turned herself in on July 28. However, during the investigation, the defendant did not admit to the crime.
In this case, defendant Nguyen Thi Thanh Nhan and 13 other defendants were tried for bidding violations causing serious consequences; 2 defendants were tried for lack of responsibility causing serious consequences.
