Former chief accountant of AIC Company surrenders to receive leniency

The Ministry of Public Security's Investigation Police Agency is conducting legal proceedings and actively investigating Do Van Son to clarify some details in the case.

Through professional work and international cooperation in crime prevention and control, recently, the Ministry of Public Security's Investigation Police Agency (C03) received Do Van Son, born in 1977, former chief accountant of International Progress Joint Stock Company (AIC), a wanted subject in the AIC case, to surrender to the Ministry of Public Security's Investigation Police Agency to be considered for leniency.

The Ministry of Public Security's Investigation Police Agency is conducting legal proceedings and actively investigating Do Van Son to clarify some details in the case.

The Ministry of Public Security continues to call on the fugitives in the AIC case to surrender soon to receive leniency and escape from a life of hiding, fear and insecurity.

The subjects in the above case can contact the Ministry of Public Security's Investigation Police Department or the Vietnamese representative agency in the host country for guidance and support in surrendering.

According to the verdict, the Dong Nai General Hospital Construction Investment Project was approved in 2007, with a total investment of more than VND 889 billion, including construction and installation costs and equipment accompanying construction and installation.

To facilitate the winning of medical equipment bids at Dong Nai General Hospital, defendant Nguyen Thi Thanh Nhan directed defendant Hoang Thi Thuy Nga (Deputy General Director of AIC Company) and staff to purchase Bidding Documents, prepare Bidding Documents for both the "red team" Company and the "blue team" Company to submit Bidding Documents in sufficient quantity as prescribed so that AIC Company could win 16 medical equipment bids.

During the contract implementation process, Nguyen Thi Thanh Nhan signed and directed defendant Tran Manh Ha (Deputy General Director of AIC Company) to sign contract appendices adjusting contract penalty clauses contrary to regulations, causing damage of more than 3.5 billion VND.

With the above method of Nguyen Thi Thanh Nhan, AIC Company and the companies designated by AIC Company participated in 16/19 medical equipment bidding packages and won all 16 bidding packages with a total value of more than 665 billion VND.

Of these, AIC Company won 12 bid packages, the rest were "blue team" companies such as BMS Company, TNT... signed contracts to implement 4 bid packages with the Investor, but in fact AIC Company supplied all equipment for these bid packages and received back all the money the Investor paid to the "blue team" companies.

Defendant Nhan was tried at first instance by the Hanoi People's Court and sentenced to 16 years in prison for "Violating bidding regulations causing serious consequences" and 14 years in prison for "Giving bribes." Combined, defendant Nhan must serve a total sentence of 30 years in prison for the two crimes.

The first-instance trial panel sentenced Tran Dinh Thanh (former Secretary of the Dong Nai Provincial Party Committee) to 11 years in prison and Dinh Quoc Thai (former Chairman of the Dong Nai Provincial People's Committee) to 9 years in prison for the crime of "Accepting bribes."

Two former leaders of Dong Nai province did not appeal.

The remaining defendants were brought to trial for the crimes of "Abusing position and power while performing official duties," "Lack of responsibility causing serious consequences," "Violating bidding regulations causing serious consequences" and were sentenced to penalties commensurate with their crimes.
