Opening of the 20th Conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII

Many outstanding and clear results

Speaking at the opening of the conference, Secretary of the Provincial Party Committee Tran Duc Thang emphasized that the contents discussed and decided at this conference are very important. These include the implementation of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on the 14th National Congress of the Party; discussing the Plan to organize Party Congresses at all levels towards the 18th Provincial Party Congress, term 2025-2030; Plan to establish subcommittees to serve the 18th Provincial Party Congress; listening to reports and discussing the implementation of the socio-economic development plan, Party building work, the Vietnam Fatherland Front and socio-political organizations in the first 6 months of the year, key tasks in the last 6 months of 2024...

Provincial Party Secretary Tran Duc Thang said that in 2024, the Provincial Party Committee decided to carry out the task of socio-economic development with an economic growth rate of over 9% along with other important targets. Although the world and domestic situation still has many difficulties affecting the implementation of the province's socio-economic development tasks, with the efforts of the entire political system, the province's economic growth in the first 6 months of the year is estimated to increase by 10% over the same period last year. This is a higher increase than the proposed scenario of 8.22%, ranking 7th out of 63 nationwide (the whole country is estimated to increase by 6.42%) and ranking 3rd out of 11 in the Red River Delta region.

Total budget revenue in the first 6 months of the year is estimated at VND14,284 billion, reaching 72.7% of the estimate, up 36.9% over the same period last year. Of which, domestic revenue is VND12,366 billion, reaching 76% of the estimate, up 50%; import-export revenue is VND1,924 billion, reaching 71% of the estimate, up 4%. Attracting foreign investment capital is USD178.3 million, equal to 80% over the same period last year; approving investment policies, granting investment registration certificates to 31 domestic projects, with a total registered capital of VND5,796.2 billion, up 10.8 times over the same period last year.

National defense, security, social order and safety are ensured. Social security work is of concern to all levels and sectors. People's lives are stable and joyful. Hai Duong's average income reaches over 5.3 million VND/month, ranking 10th in the country.

The Secretary of the Hai Duong Provincial Party Committee assessed that the work of building the Party, government, Fatherland Front and socio-political organizations has achieved good results. Political and ideological work has always been focused on, closely following and actively serving the key political tasks of the Provincial Party Committee. The work of organizing and building the Party has been promoted and promoted effectively; focusing on implementing programs and projects to implement the Resolution of the 17th Provincial Party Congress. Attention has been paid to inspection and supervision work; the mass mobilization work of the political system has many innovations; internal affairs and anti-corruption work continues to be consolidated and improved.

Provincial Party Secretary Tran Duc Thang emphasized that the above results were achieved thanks to the very active participation of the entire political system, affirming the high solidarity and unity of the Executive Committee, local levels and sectors in leading and directing socio-economic development.

Specify the subjective causes of the limitations

Along with the achieved results, the Provincial Party Secretary assessed that the economy still grew strongly compared to the previous year and the national average, but there were signs of slowing down. Some important tasks such as planning to implement provincial planning, allocating land use targets, making general planning for commune construction, zoning planning, urban upgrading, and disbursing public investment capital were still slow. Some projects that were slow to be implemented have not been completely handled... The work of building the Party, the Fatherland Front and mass organizations is still slow to innovate and has not achieved high efficiency. Although most of the reasons are objective, there are still some limitations due to subjective reasons that need to be overcome.

Provincial Party Secretary Tran Duc Thang suggested that delegates focus on discussing, contributing ideas, clarifying limitations; deeply analyzing causes, especially subjective causes, pointing out bottlenecks that need to be promptly overcome. From there, clearly defining goals, targets, tasks, and solutions for socio-economic development, Party building, the Fatherland Front and mass organizations in the remaining months of 2024.

Delegates also need to focus on thoroughly discussing the Plan to organize Party Congresses at all levels towards the 18th Provincial Party Congress, term 2025-2030 and reports on the implementation of resolutions, directives and conclusions of the Central Committee.

Immediately after the opening speech of the Provincial Party Secretary, the conference listened to the Head of the Provincial Party Committee's Organization Committee Nguyen Hong Son deploy Directive No. 35-CT/TW, dated June 14, 2024 on Party Congresses at all levels towards the 14th National Party Congress of the Politburo and present the draft Plan for organizing Party Congresses at all levels towards the 18th Provincial Party Congress, term 2025-2030; Head of the Provincial Party Committee's Propaganda Department Nguyen Quang Phuc disseminated and deployed a number of new documents of the Central Committee.

Next, the Standing Deputy Secretary of the Provincial Party Committee, Le Van Hieu, suggested a discussion. After the opening session, the delegates were divided into four discussion groups.
