Closing of the 20th Conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII

In his closing speech at the conference, comrade Tran Duc Thang, member of the Party Central Committee and Secretary of the Hai Duong Provincial Party Committee, emphasized that along with many outstanding, comprehensive and very encouraging results in the first 6 months of 2024, Hai Duong still has certain limitations. Most of the limitations are due to objective reasons, but there are still some limitations due to subjective reasons that need to be overcome, especially the situation where some agencies, cadres and civil servants are afraid of responsibility and do not dare to solve, advise and decide on tasks under their responsibilities...

Determined to achieve growth rate of over 9%

In order to strive to fulfill the socio-economic development goals and targets set for 2024, especially the target of increasing the total product in the province by over 9%, Secretary of the Provincial Party Committee Tran Duc Thang requested the Party Committee of the Provincial People's Committee, Party committees and authorities in the province to resolutely direct the completion of the development and implementation of the Provincial Planning plan, striving for July 2024. Quickly complete the development of the Project to establish a Specialized Economic Zone, submit it to competent authorities for decision; speed up the implementation of important projects. Strictly manage revenue sources, operate state budget expenditures economically and effectively; create strong changes in the allocation and disbursement of public investment capital, by the end of the year, disbursement must reach at least over 95% of capital sources in accordance with the direction of the Prime Minister. Actively carry out investment promotion activities, support businesses, and attract foreign investment. Urge slow-progressing projects; Handling projects that are not likely to continue. Focusing on developing social housing according to the direction of the Central Government and the plan of the Provincial Party Committee to meet the practical needs of the province...

Secretary of the Provincial Party Committee Tran Duc Thang emphasized that Hai Duong continues to direct the implementation of internal affairs, judicial reform and anti-corruption and negativity; grasp the political security situation, social order and safety in the area, prominent and complicated points, and mass complaints. Pay attention to comprehensive development of cultural and social fields, ensure social security, improve people's material and spiritual life. In particular, focus on reviewing and evaluating mechanisms and policies that are no longer suitable to reality to advise on amendments and supplements. Promptly issue policies according to Central regulations and the province's practices, especially policies in the fields of social security, education, and health; resolve issues that have been directed based on the results of dialogues between the Standing Committee of the Provincial Party Committee and the sectors.

Preparing to successfully organize Party congresses at all levels

The Provincial Party Executive Committee agreed to focus on implementing the key tasks of Party building, the Vietnam Fatherland Front and socio-political organizations in the last 6 months of 2024 proposed by the Provincial Party Standing Committee.

Provincial Party Secretary Tran Duc Thang emphasized that the key issue is to innovate the leadership methods of Party committees and leaders; resolutely lead and direct the implementation of tasks according to authority...

Regarding the preparation for Party congresses at all levels towards the 18th Provincial Party Congress, term 2025-2030, the Provincial Party Executive Committee assigned the Provincial Party Committee's Organizing Committee to coordinate with the Provincial Party Committee Office to synthesize opinions, complete and promptly advise on the issuance of documents. Party committees at all levels need to urgently organize to fully and deeply disseminate the contents and requirements of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Party Congress and the Provincial Party Committee's plan on preparing for the congress.

Provincial Party Secretary Tran Duc Thang noted that the subcommittees assisting in preparing and serving the Provincial Party Congress after being established need to urgently develop plans, working regulations, and assign specific tasks to each member; district and grassroots Party committees need to focus on immediately implementing preparations for their own congresses...

For the important reports discussed at this conference, the Provincial Party Committee assigned the Provincial Party Committee Office to synthesize the comments to supplement and complete the report. At the same time, advise the Provincial Party Committee Standing Committee to direct the continued implementation of tasks and solutions to improve the quality and effectiveness of work on agriculture, rural areas, and farmers; work on protecting internal Party politics; and work on training and fostering leaders and managers.

Provincial Party Secretary Tran Duc Thang requested Party committees at all levels, authorities, each member of the Provincial Party Executive Committee and the entire provincial political system to continue promoting the spirit of effort and determination, continuing the development momentum to successfully implement the goals and tasks of 2024.
