The Party Committee of Hai Duong Provincial Social Insurance has successfully completed its tasks for many years.

Exceeded many important targets

Social insurance, health insurance and unemployment insurance policies are social security policies that the Party and the State always pay attention to and direct. Along with timely dissemination of Party directives and resolutions, the Social Insurance Party Committee has promoted dissemination among cadres and party members of policies, guidelines and documents related to the implementation of insurance policies, expanding the coverage of health insurance and social insurance.

The Hai Duong Provincial Social Insurance Party Committee has 140 members operating in 8 Party cells. To effectively carry out its tasks, the Party Committee directs the Party cells to promote the exemplary role of Party members, arouse the positive, proactive and creative spirit of Party members, civil servants, public employees and workers to successfully complete the plan targets and strive to excellently complete the annual tasks..

To expand and develop social insurance participants, from the beginning of the year, the Party Committee coordinated with the heads of agencies, directed Party cells and specialized departments to proactively advise local Party committees and authorities to improve the effectiveness of the steering committees implementing social insurance and health insurance policies from the provincial to communal levels. Closely coordinated with the tax authority, the Department of Planning and Investment (now the Department of Finance) to exploit new databases to develop participants.

The Party Committee has directed the Party cells to coordinate with the leaders of the professional departments and the Social Insurance of the districts to develop scenarios and solutions suitable to the actual situation of each locality to exploit and develop social insurance and health insurance participants. At the same time, the plan to collect and develop social insurance, health insurance and unemployment insurance participants is assigned to the District Social Insurance.

In 2024, the number of people participating in social insurance in the province increased by nearly 7% compared to 2023 and exceeded the set plan; the number of people participating in unemployment insurance increased by 6.5% compared to 2023 and exceeded the set plan. The number of people participating in health insurance (excluding armed forces) increased by 2,000 people compared to 2023... Many indicators on the results of implementing social insurance and unemployment insurance of the Provincial Social Insurance in 2024 exceeded the target set for 2025 according to Resolution 28-NQ/TW of the Central Executive Committee on reforming social insurance policies.

Focus on digital transformation

Identifying digital transformation in the industry's operations as a particularly important task, contributing to the successful implementation of the set tasks, in 2024, the Social Insurance Party Committee has registered breakthrough work with the following content: Focusing on directing the strengthening of training and fostering of human resources for the Provincial Social Insurance, focusing on developing digital human resources to meet the requirements of tasks in the new period; strengthening digital transformation, perfecting and connecting specialized data systems.

The Party Committee has strengthened inspection and supervision of the implementation of breakthrough tasks with Party cells, including supervision of this content at the Office Party Cell.

Comrade Dinh Quang Dung, Deputy Chief of Office in charge of information technology of the Provincial Social Insurance, said that in order to carry out the breakthrough task, the agency has promoted the application of information technology and digital transformation in all professional activities. The Provincial Social Insurance has effectively applied digital technology, revised administrative procedures on the basis of connecting and sharing information between databases. This has cut costs, creating maximum convenience for serving people and businesses.

In 2024, the Provincial Social Insurance received 407,496 records, of which about 70% were received via electronic transactions, about 2% via postal services, and the rest were received directly.

Along with leading the implementation of political tasks, the Social Insurance Party Committee always pays attention to building a clean and strong Party Committee.

For many consecutive years, the Provincial Social Insurance Party Committee has been recognized for its excellent performance and has been awarded a certificate of merit by the Provincial Party Standing Committee. In early 2025, the Provincial Social Insurance Party Committee was awarded an emulation flag by the Provincial Party Committee for its excellent performance for 5 consecutive years (2020 - 2024).

According to the new organizational structure, from March 1, 2025, Vietnam Social Security will be organized from the central to local levels according to a 3-level system. Regional social security (equivalent to provincial level) is organized into 35 regions, of which, Regional Social Security XII manages the area of ​​Hai Duong and Quang Ninh provinces, with its headquarters located in Hai Duong and will be operational from April 1, 2025.
