That was the direction of Deputy Prime Minister Tran Luu Quang at the Conference on implementing judicial work in 2024 organized by the Ministry of Justice on December 25.
Attending this conference were leaders of many ministries, branches and People's Committees of 63 provinces and cities across the country.

According to the report of the Ministry of Justice, following the achievements of the first years of the term, the work results in 2023 in most areas of the Ministry and the justice sector increased compared to 2022, in which, some areas of work achieved outstanding results.
Accordingly, the work of building and perfecting laws has always been considered important by the Ministry of Justice and identified as a top priority task, prioritizing resources to advise and institutionalize the Party's viewpoints and guidelines, contributing to unlocking resources, promoting socio-economic development, ensuring national defense and security, and the legitimate rights and interests of people and businesses.
During the year, the Ministry of Justice closely coordinated with ministries and branches to advise the Government to submit to the National Assembly Standing Committee a proposal for the 2024 Law and Ordinance Development Program; submitted to the National Assembly for comments and approval of 16 draft laws and 5 resolutions; drafted, submitted for promulgation or promulgated under its authority more than 500 legal documents. Localities issued nearly 3,800 provincial-level legal documents, more than 2,600 district-level legal documents and more than 1,700 commune-level legal documents.
In 2023, the Ministry of Justice reviewed 44 proposals for drafting legal documents and 237 projects and drafts of legal documents. Legal organizations of ministries and branches reviewed 543 drafts of legal documents. Localities reviewed more than 7,000 drafts of legal documents.
In 2023, mediators nationwide received over 90,000 cases, with an average successful mediation rate of 84.7%.
Despite many difficulties, the results of civil judgment enforcement in 2023 reached the highest level ever, with more than 575,000 cases, collecting over VND 89,000 billion, of which over VND 20,000 billion was from recovering assets misappropriated and lost in corruption and economic cases, an increase of nearly VND 4,500 billion compared to 2022.
The Ministry of Justice and local judicial agencies have focused resources on vigorously implementing Project No. 06, especially for the first time organizing the issuance of electronic civil status documents.
At the conference, delegates also discussed and contributed opinions to clarify the difficulties, limitations and causes in the implementation of tasks from the beginning of the term until now, especially the key tasks in 2023; proposed orientations for work tasks until the end of the term, key tasks in 2024 and solutions to complete the tasks of the judicial sector.
Appreciating the achievements of the judicial sector in 2023, Deputy Prime Minister Tran Luu Quang suggested that the judicial sector should make more efforts to find solutions to implement and remove difficulties, noting that institutional development must be timely and of high quality to limit the situation of amending laws. Study and propose amendments to the Law on Promulgation of Legal Documents, Decree 34/2016/ND-CP detailing a number of articles and measures to implement the Law on Promulgation of Legal Documents, Decree 154/2020/ND-CP amending and supplementing a number of articles of Decree 34/2016/ND-CP; amend and adjust the Law and Ordinance Development Program for 2024 and 2025; promptly and accurately appraise draft laws and draft laws submitted to the Government.
Along with that, it is necessary to improve the quality of law enforcement, bring the law into life; strengthen legal education in many forms, easy to hear, easy to understand, easy to absorb.
The Ministry of Justice also needs to coordinate well with ministries, branches, National Assembly Committees, and localities; promote administrative procedure reform and digital transformation; regularly improve professional qualifications and have appropriate policies for officials working in international law because this is an extremely difficult and sensitive field.
Regarding the work of building the sector, Deputy Prime Minister Tran Luu Quang suggested that the Ministry and the judiciary need to have solutions so that officials in the sector can work with peace of mind, maintain confidence in their work, and be committed to the sector. To do this, first of all, leaders must raise awareness of being exemplary and create a source of inspirational energy for the team of officials, civil servants, and public employees.
The Ministry and the judiciary need to focus on leading and directing the final handling of cases that have conditions for execution, especially key cases, complicated and prolonged cases.
