How will people's health insurance benefits change when the basic salary increases?

The Ministry of Health has just sent an official dispatch to the Vietnam Social Security regarding the application of the new basic salary level in the payment of medical examination and treatment costs under health insurance (HI) during the transition period from July 1 to December 31.

Accordingly, from July 1, the basic salary will increase from 1.8 million VND to 2.34 million VND, therefore,health insurance benefit levelof the patient has changed.

Specifically, from July 1, in case a patient with health insurance is admitted to the hospital or begins treatment before July 1 but is discharged from the hospital/ends treatment from July 1, and receives medical examination and treatment in accordance with the provisions of the Law on Health Insurance with a one-time cost of less than VND 351,000 (15% of the basic salary), the health insurance will cover 100%, meaning the patient receives free medical examination and treatment.

This figure increased by 81,000 VND compared to the previous regulation.

About direct payment, from July 1 or in cases where the patient was admitted to the hospital or started treatment before July 1 but was discharged or finished treatment from July 1.

- Caseoutpatient, payment according to actual costs within the scope of benefits and health insurance benefits according to regulations but not exceeding 0.15 times the basic salary, equivalent to a maximum of not exceeding 351,000 VND (previously 270,000 VND).

- Caseinpatient treatment, payment according to actual costs within the scope of benefits and health insurance benefits according to regulations but not exceeding 0.5 times the basic salary at the time of discharge from the hospital, equivalent to a maximum of not more than 1,170,000 VND (previously 900,000 VND).

- In case of arrivalinpatient treatment at provincial facilitiesand equivalent without a health insurance contract (except in emergency cases), payment is based on actual costs within the scope of benefits and health insurance benefits according to regulations, but not exceeding 1 time the basic salary at the time of discharge from the hospital, equivalent to a maximum of not more than 2,340,000 VND (previously 1.8 million VND).

- Casepatients come for inpatient treatment at central facilitiesand equivalent without a health insurance medical examination and treatment contract (except in emergency cases), payment is based on actual costs within the scope of benefits and health insurance benefits according to regulations, but not exceeding 2.5 times the basic salary at the time of discharge from the hospital, equivalent to a maximum of not exceeding VND 5,850,000 (previously VND 4.5 million).

Regarding the total payment of medical supplies costs for one use of technical servicesnot exceeding 45 months of basic salary, in case the patient is hospitalized from July 1, equivalent to not exceeding 105.3 million VND, previously 81 million VND.

- In case the patient is admitted to the hospital or begins treatment before July 1 but is discharged or ends treatment from July 1, the total payment for medical supplies for one use of technical services is determined according to the time of completion of the technical service and the cost is calculated at 2 times as follows:

+ Before July 1: Payment amount not exceeding 81 million VND.

+ From July 1: Payment amount not exceeding 105.3 million VND.
