Many hospitals do not provide health insurance services on holidays and weekends, forcing patients to pay for services at high costs, so voters petitioned for insurance to cover the costs.
This issue was reported by voters of Dong Nai province to the Ministry of Health before the 8th session of the 15th National Assembly.
Accordingly, many people participate in health insurance (BHYT) but when they go to the doctor on Saturday or Sunday, they are not covered by the insurance. In addition, these days, doctors prescribe medicine but patients cannot buy it at the hospital and have to buy it outside. Therefore, voters recommend that there should be regulations allowing patients to enjoy BHYT when going to the doctor on the weekend, and hospitals should also have a full range of medicines so that patients can conveniently buy according to the doctor's instructions.
Responding to the above proposal, Minister of Health Dao Hong Lan explained that according to Government regulations, the administrative working hours of medical examination and treatment facilities must comply with the regulations on working hours of employees. In fact, some hospitals have implemented out-of-hours examinations with health insurance payment. For example, from August 1, 2024, Bach Mai Hospital will organize medical examinations until 9:00 p.m. every day, including Saturdays and Sundays, helping people to be convenient and proactive in medical examination and treatment while still enjoying full insurance benefits.
In addition, according to regulations on payment of health insurance examination and treatment costs, people who go to the clinic on days off or holidays will be paid within the scope of benefits and insurance benefits. Hospitals must publicly disclose the non-insurance costs and notify patients in advance.
"Thus, when examining patients on Saturdays and Sundays, people with health insurance will still be paid," the Minister said, adding that emergency cases at any time are determined to be within the health insurance examination and treatment line.
However, not all hospitals organize health insurance examinations on holidays or weekends. Therefore, the Ministry of Health said it will continue to research and propose amendments to related regulations to ensure the best health care for the people.
