Starting from the change in basic salary, from July 1, 2024 there will be changes to health insurance policy that people need to know.
Below is a summary of notable new points about the health insurance policy (HI) effective from July 1, 2024 that people need to know to ensure their rights.
Health insurance card is integrated into the ID card.
According to Article 22 of the Law on Identification, health insurance card information will be integrated at the request of citizens into identification cards issued from July 1.
The use of information integrated into the identity card has the same value as providing information or using documents containing that information in performing administrative procedures, public services, transactions and other activities.
Accordingly, when integrating health insurance card information into the ID card, people can use the ID card for medical examination and treatment and carry out health insurance procedures.
People can integrate health insurance card information into their ID cards when needed or when issuing, exchanging, or reissuing ID cards.
Change in health insurance contribution levels for households and students
From July 1st, salary reform will be implemented. Therefore, from this time, there will be new instructions on the contribution and benefit levels for health insurance for households and students.
Specifically, the monthly family health insurance contribution level is as follows:
- The first person contributes 4.5% of the basic salary;
- The second, third and fourth persons pay 70%, 60% and 50% of the first person's contribution respectively;
- From the fifth person onwards, the contribution is 40% of the first person's contribution.
For students, the monthly health insurance premium is equal to 4.5% of the basic salary (the State budget supports 30%, students pay 70%).
Changes in health insurance premiums and medical examination and treatment cost benefits
Currently, the health insurance premium is calculated based on the basic salary; people with health insurance cards who go to the hospital for medical examination and treatment and the cost of medical examination and treatment is lower than 15% of the basic salary will have 100% of the medical examination and treatment costs paid by the health insurance according to regulations.
The current basic salary is 1.8 million VND/month. However, according to Resolution 104/2023/QH15, the National Assembly has officially approved the time to implement salary reform, abolishing the salary regime calculated based on the basic salary from July 1.
Thus, from this point on, the health insurance premium and the medical examination and treatment cost benefits may be affected by changes in the basic salary.
More subjects are supported with health insurance premiums
Clause 2, Article 32 of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, effective from July 1, has added people participating in forces participating in protecting security and order at the grassroots level as subjects receiving State support for paying health insurance.
People participating in the security and order protection force at the grassroots level are entitled to support for voluntary health insurance and social insurance contributions at the level decided by the Provincial People's Council.
At the same time, Article 24 of this law provides additional information: When a member of the security and order protection force at the grassroots level falls ill, has an accident, dies, or is injured while performing duties and has participated in health insurance and is eligible for insurance, he/she will be paid benefits from the insurance fund according to the provisions of law.
People who have not participated in health insurance but get sick, have an accident or are injured will be supported to pay for medical examination and treatment costs.
