Previously, at around 2:15 p.m. on November 17, Nguyen Xuan Dien, born in 1981, in Phuong Hoang village, Cam Hoang commune (Cam Giang), after getting drunk, went to the Phuong Hoang village cultural house to curse and cause trouble. At that time, the People's Committee of the commune and Phuong Hoang village were organizing the National Great Unity Day with about 40 participants.
The village and commune officials of Cam Hoang and the security forces at the facility explained and asked the subject to leave the hall, but Dien did not listen.
Dien continued to go on stage to cause trouble, disrupting the organization of the National Unity Day of Phuong Hoang village.
Immediately afterwards, Cam Hoang Commune Police controlled the subject and handed him over to the District Police Investigation Agency.
On November 22, the Investigation Police Agency of Cam Giang District Police decided to prosecute the case and prosecute Nguyen Xuan Dien for the act of "disturbing public order", stipulated in Clause 2, Article 318 of the Penal Code.
