Tran Van Kim went to Nam Dinh province to collect documents on violations of some enterprises in the exploitation and use of mineral resources (sand). After that, Tran Van Kim put pressure on the violating enterprises, threatened to write articles reflecting and then forced the enterprises to sign "Information, propaganda and advertising contracts" for a price of 30 million to 50 million VND, then the violations would be ignored and the articles would not be published.

After collecting sufficient documents and evidence of the violations of Tran Van Kim and related persons, on December 25, 2024, the Investigation Police Agency of Nam Dinh Provincial Police initiated a criminal case, prosecuted the accused, and temporarily detained 3 accused for the crime of extortion of property, including: Tran Van Kim and Nguyen Thi An Na (born in 1977, Head of the Internal Affairs News Department of Giao Thong Newspaper), Pham Viet Hoa (born in 1980, Deputy Head of the Internal Affairs News Department of Giao Thong Newspaper).

The Investigation Police Agency of Nam Dinh Provincial Police is continuing to collect and consolidate evidence, and at the same time expanding the investigation of the case to strictly handle it according to the provisions of law.
